I encountered the same individual earlier this afternoon in Huntsman's Copse.

He just dropped plain +0 legit weapons.

I originally didnt want to run it because its a "mod" and i also thought it was something i would have to load every time before loading the game but it's not. its super easy, download blue acolyte, unpack it into your dark souls 2 folder and you're done. do it, then be free.
