An input event from one device can get stuck when changing window focus which will interfere with another device.

Reproduce bug: Press keyboard jump (default shift) and change window focus and release keyboard jump. Return focus to the game window and try using a gamepad device. The keyboard jump event remains held and factored into parsing gamepad events, so Welltaro will deplete his gunboots at the apex of every jump.

Remedy/work-around: You must repeat the window process to correct the situation---so easily remedied if you know what has occurred.
