How do I get into section A-17? Where can I get the password?

If you have Rosenberg with you he'll enter the code. I encountered a glitch where he doesn't do anything and had to reload an early auto save.

More info: After finding rosenberg and re-encountering the donut eating security guard and some other buddies from before (they're in the midst of a standoff with two marines), I left the area (loading screen) to search the bottom floor and came back and suddenly nobody was excited to see me and rosenberg didn't want to talk about the hidden entrance (A-17). Only way forward is to reload.
