You can not buy base game on Steam(or most likely legally).
It's like 1.1 version of original game plus DLC

I'm not even sure if OG version (without Dark Arisen DLC) was ever available for PCs to begin with.
There are a couple of things you are actually missing from console releases:
- Bersker collaboration armor sets;
- Iconic Dangan track in the starting screen;
- Higher resolution cinematics, featured in rerelease for PS4.
First two are gone likely due to the license expiration (even streaming a game with Dangan track playing may lead to copyrigh tstrike nowadays...).
All things I mentioned can be easily modded-in nowadays, if you feel they are mandatory for your experience.

The PC-release includes this all at once. The EQ-DLC-items are available in Grans Soren for gold. Some of those are as starting tiems in your storage. (which can be sold for quite some gold, tuy other things...)
Since DA was an expansion, with additional content, monsters and items. players of DD 2 tend to compare the game to DD 1 without DA. (myself included). So if spoken of DD 1 it means normally WITHOUT DA-content. If spoiken of DDDA, it means nomally WITH the DA-content.
