Is this a direct sequel of the last game? *Last game spoiler warning*

At the end of the first game, the mayor/snake thing escapes and swears it will be back. Does it appear in this game? Or is it an entirely unrelated story?

Different story, same main character. There is a small reference to snake figure in one of the articles or a book.

Um, while it has been a year since I played the game, I am pretty certain the ending (Perhaps after credits scene) showed the mayor turning into his snake form when he hit the water and escaping....
