Today when I installed the game I had those problems too. but I have a solution. now game runs well. For me what I did:
Run the game with:
1. "Play Windowed (Workaround windows 8).
2. Then press "play".
3. Go to "Options"
4. Game press button "Default" then button "Done"
5. go to Display and press button "Defalut" then button "Done"
6. go to Sound and press button "Default" then button "Done".
7. Close the game.
8. Start The game again and chose "play Fallout tacktics".
