Above the waterfall is a rope wrapped pipe.
You shot a rope arrow at the mine cart while it's still at the top of the tracks, at the stop gate, attach your end of the rope to the wrapped pipe.
You've only got a very small target of rope wrapping to hit on the cart
Then you release the cart.
It comes down the tracks and diverts the waterfall enough, by hanging on the rope in the path of the waterfall.
Maybe, when you release a cart, it only come part way down the tracks and stops. If it's that, this is where you rope arrow the cart. Then release the cart to roll down the rest of the tracks.
There's a good supply of carts, I never ran out of them at least. So you can experiment to get the right sequence.
