transmission recieved doesnt work

i got them all, theyre all green, yet it says 24/26. i even tried changing the gamstate.txt to 3FFFFFF and it stills says 24/26. pls help

I got the achievement just today so it still works. You must have missed a couple of them. I followed these two guides:
