Once I have that maxed-out community with all the rare weapons and facility mods etc., I just start over again with a new fresh community (after a break if needed).
It's a workaround if you go for the "forever community" playstyle, or the one I just explained. If you are aiming to finish Legacies, going to 12 is.... pointless. They are disbanded or put into a Legacy Pool after you complete a map, if you want to use the Boon you just unlocked. In my opinion, finishing Legacies speedrun-style is like 10% of what the game has to offer.
Would a save game editor also work for removing trash traits for the other skills? I am referring to ones that cap a survivors skills to anything less than 6 stars so they can’t specialize.
Yes, you can fully edit the characters, including the name, face and voice.
Just beware that if you remove too many traits, all you will be left to choose from when specializing is Marathon, Stealth, Endurance and Weapon Handling (the basic ones).
If you want to avoid that, I'd do some additional work using the Traits list on the wiki to give them the appropriate specialization options and Hero Bonus.
