I ran across a bug. I was playing a survivor who upgrade her mental to resourefulness and i had 6 strong painkiller in inventory. i desided to retrain her with a skill book to descipline. yet it kept the 8 strong painkiller instead of reducing it to 3. i had simiular result with assault skill keeping the 50 round of ammo after i change the shooting skill to something else.
