Looked in most common places and can't find them. Know they not in steam cloud so must be on my local somewhere? thanks

So I did get the Order of the Forge building but I don't see this 'Enchantment' tab showing up anywhere? How to I get the +1 Enchantment slot?

New to the game and I was wondering if the Sovereign is always off-map. Seems like it, but maybe I don't know how to bring the Sovereign on the map.
