Setting my refresh rate to 60 Hz worked for me too, cheers!
This is most definitely a bug.
At my native refresh rate (360 Hz) the first bird kept screaming at me without pushing me to the lower left platform. This kept happening no matter how many times I reloaded the scene.
Let us know, if changing the display framerate helped!

I disnt have ti change frame rate to get past it :)
(1) Some people have problems understanding how to use the 'heavy/block' power to get past the 'puzzle' part of the screaming bird levels. Which can be solved f.ex. by checking out a playthrough.
(2) But the other main issue is where players get STUCK/GLITCHED in a place where they should instead be blown off to one side to get to the next level/chapter. And that is a glitch/bug where the workaround for most people is to limit FPS to 60.
Two very different issues !
