You can manually change the capacity of all vehicles by opening the 'objects' file with the GS File Viewer. If you're wanting to increase the capacity of vehicles further let me know, I'll flick you a link to my copy of that mod as well.
It does both in a way. The mod increases the capacity of all vehicles, but also makes them consume more fuel/electricity and cost more to purchase.
This mod is a must IMO, especially in the early game when the only bus you have is the 10 seater Maurice (which has its capacity upped to 25 with this mod).
Not that I know of no. If you get the Mod Manager (link below) and download and install the Vehicle Realism Mod (link below) you can try it out. If you don't like it you simply deactivate it through the mod manager, removing it won't break your savegame.
