Move Progress Does NOT transfer
So the most important aspect of the whole transfer process does not actually transfer...wow just wow...Also why is the voice dialogue so ♥♥♥♥♥♥♥♥ low in Shen2? I can barely hear them speaking. You guys ♥♥♥♥ed this game up. Atleast the music still sounds good though in Shenmue 2, I'll give you that

Go and play Shenmue 1 & 2 on the Dreamcast and see what happens.

Spoiler: It's the same thing.

It's the way the game was designed. Here's a 10 year old forum post on Game FAQ's:

Carrying over moves is quite pointless. Well having raised them all I thought that Ryo would be super powered when I transfered them over. This ain't the case- Ryo's moves mastery gets cut considerably.

Huh. I thought it halved for mastered moves or something, which was ultimately still a small increase over a fresh Shenmue 2 save?

I thought maybe a little would progress, apparently its cut in half but I don't see a slight increase from that of a file that was carried over compared to a fresh new file and I mastered practically all the moves that have extensions (second attack) and most of the arm and leg moves.

I'm not sure if the progress is cut in half or if the master bar just gets bigger so Ryo becomes more powerful.

What you have to do now is go talk to Jianmin and spar with him every chance you get. You can exit and enter South Carmain after sparring with him, that way he'll be like "Oh i haven't seen you in a long time, let's spar." I think he has amnesia or something.
Anyway that's what i've been doing and a few of my moves are almost mastered. Elbow assault, punch, kick, cyclone kick, tornado kick etc. ( also, it's really great to kick Jianmin! "that was really close!")

And i'm still looking for Man Mo Something :D

I think he blocks all your moves though?

Yeah he blocks most, but some do hit him. Especially when the move gets really powerful. Try the Cyclone kick a few times in a row and you'll hit him for sure.

I sure hope everyone here hasn't gone the last 7 years still thinking the move experience doesn't transfer.

(unless this is regarding the bug in the initial launch of the HD version; in which case yeah, that was definitely an issue initially, but has long since been fixed.

So just in case someone stumbles across this now, seeing as there hasn't been an updated answer, I'm going to explain how it works so that folks that are new to the series don't just click this and read "it doesn't work" and forever don't bother to train in Shenmue 1)

Here's how it works (just as it did on the Dreamcast):

If you max out a move in Shenmue 1, then it starts off as half-full in Shenmue 2.

So if you only trained a move in Shenmue 1 up half way - then it'll be only 1/4 full in Shenmue 2.

The whole Shenmue saga is about growing and learning and gaining experience throughout a long journey. So it wouldn't make much sense if you just completely mastered every move in a week or two (in Shenmue 1), and then just don't improve any more throughout the rest of the series.

So there's a cap to how much you can improve in the first game; which again, is the equivalent of half the bar in Shenmue 2.

Had 3 been on the Dreamcast, the transfer would have been similar, with a move fully maxed out in Shenmue 2, coming into 3 as half full there.

If you take a picture of your move levels at the end of Shenmue 1, then look at your moves in Shenmue 2 from your transferred save, you'll see that exactly reflected as described above.
