The Gathering: Sandbox has a setting that starts him in Nan (where sun jian usually start). Gotta turn it on tho.

Same mod also has console commands, you can use a command to teleport liu bei's army to chengdu and a different command to give the city to him.

Granted it does not remove the initial discovered area near his vanilla start position which might give OCD people an issue.

My mod "Three Kingdoms Capitals in 190" does that. Also moves Cao Cao to Xuchang and Sun Jian to Jianye though.

You can simply move and settle wherever you like. Yes, that will take additional turns to settle, but still won't be a big deal.
