In the meantime, please try playing in window mode.
Also, it would be a big help if you could send us a DxDiag report so we know your system specs:

Edit: I just noticed my game was actually sped up when I was in full screen the whole time. I thought the lips moving when they talked was a little odd how did I not notice this. Well I just have to play in window mode. Thanks.
I had G-Sync (I suppose it is the same as V-Sync, but newer) on and everything was too fast in Full-screen mode. I went to NVIDIA settings, turned G-Sync off and turned it back to on. After that, I restarted the S;G0 and now it works fine in Full-screen.
Maybe it would help for someone too.
UPD: I turned G-Sync (I suppose it is the same as V-Sync, but newer) off and the speed bug have returned. I turned it on again and now everything is fine. So, G-Sync (I suppose it is the same as V-Sync, but newer) is cause of the problem.
1. Turn on V-Sync (or G-Sync in gaming devices). If you have it on already, just turn it off and on.
2. Restart the game.
HOW TO TURN ON V-Sync (or G-Sync) for NVIDIA videocards:
1. Go to NVIDIA Control Panel
2. Go to V-SYNC Settings (or G-SYNC settings)
3. On V-SYNC (or G-SYNC)
For other videocards try to google how to do it.
