DLSS Question
cant enable dlss in direct x 11 mode. got a 4090, says dlss is only available for nvidia cards? Works fine in direct x 12 mode.

Dx11 doesn't support the features you are mentioning which is available in DX12. Definitely use dx12 with that setup.

thx, i should have known that. I keep getting these flickering black horizontal lines on my screen though. Not sure about those.

that's probably screen tearing
1. find out what's your monitors max refresh rate (hz)
2. go to windows advanced display setting and make sure the refresh rate setting matches the monitors max refresh rate
3. enable the the steam fps meter to check what fps you are getting in the game's main menu and check against your monitor's max refresh rate value
4. the ingame fps can be less, but shouldn't be more then the max value
5. if it's more, enable vsync

Hmmmm, I'm not sure but I also don't think you are describing screen tearing which is what the vsync recommendation would be for. What is your total system specs and what settings are you running? Sounds like you have the best in monitor tech right now at 4k 240hz. But the game won't get close to that which is why I'm not thinking it's a screen tearing issue. I suppose you could try limiting fps in your Nvidia app. Is there any way you can screen shot what you are looking at either in steam (f12 usually works)? I don't have any weird glitches and nothing sticks out to me of ever having them either with this game. Perhaps run an integrity verification of the files in the game settings.

With the 4090, you likely can play with ray tracing maxed without any dlss to see if it's a DLSS issue. I'm stumped and not sure what to suggest.
