It's been quite a while since you asked this, but if you're still interested in advice--I couldn't keep up with the "customers" until I started cooking fish in advance. (And I have all upgrades as well.) I kept one of each fish in inventory at all times and it was so much easier.

If it's not the fact that can't keep up but rather the fact the game has bugged to the point of having an overload of customers beyond normal, you right click on the game title in the list of your games in your library and go to properties then local files and then verify the game files.
