Sorry to hear it that you cannot launch your copy of Anno 1800.
You should be able to check if the game is linked to the correct Ubisoft account by launching Ubisoft Connect and looking for the game in your library.
If the game tile is colourful, it means the game is on this account. If it is greyed out, it means Ubisoft Connect can see it is installed in the correct location but the game licence is not linked to this account.
If it is the wrong account situation, and you do not remember the correct account, you will need to submit an account recovery ticket - Contact Us.[www.ubisoft.com]
