Can't make a new account
It keeps coming up "you must own a licence...". Any ideas? (I do own a licence).

If you are a GOG user, you might have to launch from the Galaxy.
if you are a steam user, launch the game through steam.

For some reason it worked fine when i restarted steam.

How to access via browser to change the password etc?

You can do that in-game. There is no browser, just go to the "pro net info " section
