All I am trying to do is craft a few badges and it's taking an eternity because I get met with this message constantly. Why is there a global cooldown on this. I also get this message when trying to access my inventory. It's becoming quite a drag trying to get anything done.

Yeah this is garbage, the only reason I ever make badges is because the process is so simple. I do not have the attention span to wait an unknown amount of time and try again

Considering that Steam takes a small cut from all sales on the market, I am surprised that a global cool down is even a thing to be honest.
