Or just restart steam. I found it only happens whenI have played another game before.

Hey to anyone getting the "Failed to find Steam" error for Rome Total War, just follow these simple directions and you can go back to battling :). Go to C:/Program FIles(x86)/Steam/ and find the "Steam.dll" and copy it. Then go to steamapps, click common, then click on "Rome Total War Gold" file , and once in there paste the "Steam.dll" then exit out and then start up Rome Total War and enjoy! :)
