Comparing Payday 2 to Left 4 Dead might be the only right and wrong way to compare it. Its a 4 man co-op game (or 1 man solo operation if you do not want friends), based around endless waves of police and delicious loot. Usually ending in disappointment or utter shouts of glee as you see the money roll into a virtual bank account.
The game has its share of bugs and weird things happening but still decent enough to make you play for several hours without noticing most of them. Stealth is a option on most missions and will make your life a lot easier if you got the patience or you can always opt for guns blazing and just nail everything that moves.
Oh and Overkill has the good nature of "you can join others that have DLC heists/missions even if you don't own it" mentality, making only some cosmetics, weapons and weapon mods DLC locked. Tough some would say these weapons and mods are fundamental for good team.

When you put on your face and hear the music slowly increase in pace you know you are the meanest ♥♥♥♥♥♥♥♥♥♥♥♥ alive, and the cops know it.

APB Reloaded is the same game as APB: All Points Bulletin, so if you did play it then and liked it then you will like it now. Behind all the good customization locked behind premium membership you find the bad combat that made it emerge as a F2P tittle in the first place. What made players leave in the first place is still there, what made players stay is still there tough whatever that was I cant see. This game should have stayed dead and burred, it was supposed to be GTA online because thats what we wanted and its not.
Worth a try for the customisation alone, not worth staying for the combat for any amount of time.

If you got time this is the best f2p third person shooter/action game out there, market is expensive but almost everything can be obtained by playin the game. Laking real end game content is it's main downside at the moment, you can quickly obtain most end game items by grinding it for a couple of days or buying it off the player market for in game currency (or trade items you have collected).
The RNG will make you come back for more or turn you completly off.
