Remember that comment you left about fixing bugs for a WAW remaster mod years ago? well, I am feeling pretty finished with modding zombies and now it is time to fix all of the bugs in Campaign. I've mod the game so that the players have to increase their major skills 2000 times to level up. It's the closest solution I could came up with, but it's not perfect. If you already met the level up requirement(if the game shows that level up icon on the bottom left), this mod won't prevent you from leveling up upon sleeping, and free skill increase from dialogue or quest reward will bypass this '2000' restriction.
