If you don't feel comfortable making animations yourself (You'll need Photoshop and SonyVegas), then you can hire someone to do it for you. I occasionally will do custom works, but I wouldn't call myself especially talented.
You'll also want some infomation on yourself, so don't neglect that. Often times people will just add some askii art, and their trading rules (see my own for examples).

Ok, I couldn't find any guides that accurately answer your question, so I'll write this up for you.
The key to an aesthetic profile that conveys what you want it to is having a theme and sticking to it. Often times the best thing to start of is the background.
Find a nice background, animated or otherwise, and stick it on your profile. Then you can decide whether or not you want to add an artwork that sits in the middle of your profile, possibly with animation. There's tons of guides on this, but my friend here has the best stuff on general animations, and tips on general quirks of Steam's design:
