Before you read my review, i want to mention that i'm not really an old player on payday 2. I want to say that payday 2 is really worth to buy it, especially when it goes at 1 euro on sales. The game will be deffuclt to level up, especially if it's your 1st 100 lvl. Now, let's talk about the DLCs, shall we? The DLCs are good. If you're aiming on DLCs then, the best idea will be to buy a bung of them, because i would say that all / most of the DLCs are a chain that connects all of them. Of course if you buy them, the game will be much eassier, you can like modify the weapons and make them look badass + you can increase the statics of the weapon, for example a Grip can give you +8 stability. To make a long story short, payday 2 is worth of it's money and the DLCs are amazing, but an old player will kinda disagree with this, cause the latest DLCs are more like the same like the rest.
