This can be done, as the process is almost the same that I did for Homura, we can discuss the details in chat, if you would accept my friend request.

Price depends on the individual model, but can't see doing something like Homura again for less than 35usd. Getting flex data out of mmd models is something I'm accustomed to doing, but if the model doesn't have flexes in mmd or at least facial bones, recreating faceposing from scratch becomes far, far more difficult. After getting the bone reduction and faceposing, and physics models finished, ragdolls aren't very different from playermodels in the amount of work they require.
TL;DR if I can see the model data of what specifically you want, I can give far better estimates of cost and what I'm capable of doing for you.
