So you want to get better at lighting
Well, I got some tips for ya.
Remember, these are in no particular order.
Enjoy.
Where to place lights
For most cases, backlighting should be stronger than front lighting.
I will be using this poster for this guide:

As you can see, without lighting its pretty nasty.
Lets turn down the Tone Map Scale and make the scene a little darker, like its at night.

Ok, now we can start adding background lights. Try to vary the colors a little to stop the scene from looking too bland.

A little better, but the lighting on the scout does not match the background (as if he is in a city)

Much better.

Here is where I put the lights:

As you can see, all of the lights are behind the scout with 1 above to provide a small amount of front lighting. But other than those 4 lights, there are no other lights on the scout.
Light colors
Many people find it hard to find the right color for lights, maybe I can help.
As general rule of thumb, dont make the colors too extreme, keep them very greyscaled so they are not too vibrant.
Here are some basic colors and how to get them:

Orange (sunlight):

Light Blue (moonlight):

Dark Blue (team blu):

Light Red (combine with orange and yellow for sunrise/sunset):

Dark Red (team red):

Light Green:

Dark Green:

Purple:

Pink:

Yellow (combine with orange and light red for sunrise/sunset):
Shadows
If you look at the settings for each light, there are 2 shadow settings:
shadowFilterSize - Controls the sharpness of a shadow
shadowAtten - Controls how dark the shadow is

Use these two settings carefully, not all scenes require razor sharp dark shadows.
Ambient Occlusion
Ambient Occlusion is laggy af, so dont use it until you are done placing all props, posing, and lighting.
Ambient Occlusion is defaulted to be on, but while posing you should turn it off.
If you dont know how to, heres how:
Right click on a viewport > Render Settings > Ambient Occlusion (AO only)

Technically, this isnt ambient occlusion, but in the render settings menu, make sure the depth of field #Samples box says 1024(override) in it, as to maximize overral quality.

While in the motion editor, ambient occlusion looks like a bunch of funky black pixels, but in the clip editor, it looks like a much smoother and richer shadow.

For more on ambient occlusion, go here:

Volumetrics
If you ever need to make a dusty room, use light volumetrics.
Basically, it renders the entire beam of light (also laggy af).

To turn it on,
right click on the light > Enable Volumetrics.

There are quite a few things that affect volumetrics:
intensity - Makes the beam thicker and brighter
volumetricintensity - Increases the brightness of the beam, but not the brightness of the light itself
noiseStrength - Increases the thickness of the beam but not the brightness of anything

Play around with these settings and you will figure out when to use what.

Once again, for more info, look at this guide:

hey any tips on how to make a spotlight effect ( like how to make the light source visible, like a glow effect ) visible to the camera

If your Tone Map Scale is set too low then the light is just not bright enough. Try increasing the brightness of the light

I have multiple red lights pointing into the neon signs to light them up, i just didnt show them

Wait a second, so none of the lights are pointed to neon signs, but in front of camera in a way to look like the light coming out of the signs? is that how I need to do? No need to point the lights in front of sigs but in front of camera?
