Daze spell in south east corner behind breakable walls

The teacher Arion is referring to is the shadowy mage who gives you the location of the Wand of Endless Magery (Tower of Zkal)

how come, for all the spellbook locations, you put a spoiler tag there and when i look it just says "-------------"?
this is maddening because everywhere i look online , it says you get slow level 3 from doing a quest for Arion. but when i go to the inn of blades and talk to arion, he never gives me a quest. he just talks about how he is looking for his teacher and the only hint he gives is the most vague clue ever, just that the teacher is "somewhere"

It is in the Sharimik City Hall. You need to complete Hunt Down Zang first.

Are you sure about cloak of bolts level 3 in Sharimik? I've gone over the map several times and can't find any spell books other than the dispel barrier one.
