By CLOWN
this is a quick guide to show you how to move citizens from one settlement to another in the campaign mode. this is good for when you have cities that are overpopulated or town that are underpopulated or both.

how to do it
all you have to do is go to the town you want to take the citizens from and form a number of peasant squads depending on how many you want to move. you then move the peasants like a military unit to whatever town you want. once you get there disband the peasant squads and however many units there were in each squad will go into the towns population. if you have any questions feel free to post them in the comments.

To reduce the pop rate, you can just adjust the Building data and delete some of the pop growth bonuses or design a new building such as I did called "Suburb_1-6', which is active when hitting Huge City level, it has 6 levels and reduces pop rate.

no wonder new total war games are so streamlined and dumbed down.

folk's lack of imagination and creativity as well as curiosity in order to explore the game systems and push when they push back and viceversa, and, obviously being so used to dumbed down and streamlined "new" games makes you need everything spoonfed like when you were a baby and your parents did the whole "plane" thing on you :steambored::steamfacepalm:

ps: no need to reach the town, disbanding in the province will do the trick. also works with regular units, mercs, etc. but obviously peasants are the best since they're one of the largest units, particularly on huge size.

anyway... good job on figuring it out i guess...

I tried this and for each peasant unit created, moved to another city and disbanded, you get about a 50% increase in population in the disbanding city. That is a helluva lot of shrinkage!

Trouble is if I remember correctly, doesn't this cost 100 dinarii for each peasant unit?
