Second, on traits, you want your general to be a good miner, farmer, builder, trader, taxman and engineer. these all increase production for your city. Also, being just is good, and a kind ruler will reduce squalor.
Make your general a GoodCommander, a GoodDiplomat and a GoodAdministrator.
These are just a few of the main things you can do with traits and ancillaries to increase trade, production and stability.
However, for most people first you need to remove the radial button from READ ONLY button as you click through the following FOLDERS, click Apply as well as to all other folders then open up the next folder and repeat, here are the files to remove READ ONLY:

Rome Total War Gold (this may read slightly different depending upon your version)

Inside the Imperial_campaign folder, scroll down to descr_strat and open it.
Choose the playable Faction that you want to play as, then edit the the monetary value (Denarii).
I normally add 500 million as 500000000.
Click the X to close the file and click save.
Now go run the game and find a stack load of cash.
