TLDR; Set your FPS to 30 temporarily

There is a game breaking bug in this game where progression can be outright impossible due to the game running at anything above 30 FPS. The druids in Alpine Ridge won't use their magic, Spyro can slide around when standing still, and your jump height can be effected. The simple solution is to manually set your FPS to 30 in the options whenever you encounter any such issue. Once you've passed the obstacle you can safely set your FPS back to your preferred value.

I set fps cap in the game to 60, and locked that one in Nvidia Control Panel to 55. I'm sure this will work the same way on AMD cards, and probably, if you set cap to 48 fps in the game.
