1) ABSOLUTELY DO THIS FIRST: Edit the Config file of the game located here:
C:\Users\YOUR_WINDOWS_USER_NAME\AppData\Local\BANDAI NAMCO Entertainment\Saint Seiya Soldiers' Soul\
(where I wrote “YOUR_WINDOWS_USER_NAME” you need to find your own windows user name folder)
Edit that file And where it says: FrameRate=VARIABLE
Replace it as below: FrameRate=FIXED
Save and restart the game

Below, under the [SYSTEM] settings:
[SYSTEM]
RenderingThread=ON
RenderingThreadPriority=HIGH

2) Unless you have a super powerful graphics card, set the GRAPHIC settings resolution in the game down to 1280 x 720, or 1024 x 768, or even lower.

3) Right-click on the little Steam icon near the Windows clock → go to Steam Settings → In-Game → set the in-game Server Browser Max Ping/Minute down to 250

4) VERY IMPORTANT: players experience GREAT ONLINE GAMING IMPROVEMENTS (if they have delayed internet connections) when they perform the Port Forwarding specific for Steam in their modem or router. The attached screenshot shows the ports for port forwarding, which are also summarized here:

If you do not know how to access your modem’s port forwarding page, do this:
----- a) In the Windows search bar (or icon), search CMD
----- b) Open CMD
----- c) Type MSCONFIG and press enter
----- d) Read where it says “Default gateway” (That’s your modem or router address)
----- e) Open your internet browser (Chrome, Firefox, whatever…)
----- f) Type exactly the same address showed in Default Gateway: 192.168.?.?
----- g) Press Enter
----- h) Navigate through the options to find the PORT FORWARDING section, usually under “Advanced Settings”
----- i) Enter the ports as shown in the screenshot:

5) Steam → Library → all games → right click on Saint Seiya Soldiers’ Soul → RIGHT CLICK → Properties → SET LAUNCH OPTIONS… → add this string:
-dxlevel 80 +mat_antialias 0 window

6) Make sure all the applications are closed, browsers, everything. Even if there are any unnecessary application in the Windows tray (the little icons where Windows Clock is)

7) Use the LAN (ethernet) CABLE if you can. Wi-Fi completely sucks for lag and online multiplaying. If you cannot have access to your router from your computer with a LAN Ethernet cable, you can get the D-Link Lan Over Power adapters, so that you install one in a power outlet in the router room, one in your computer room, and you use the electric wire as bridge for lan cables

8) Please make sure the Upnp setting on the router is enabled.

9) Also, if your router has an option for NAT filtering and it is set as secured/restricted, please change this to Open.

10) Bandai Namco also recommends checking to make sure you don't have any other devices accessing your network as having multiple devices/items can cause lag as well. For example, you could put your cellphone in airplane mode when playing SSSS.

11) Windows loads lots of garbage at the startup by default. Before playing, by pressing CTRL+ALT+DEL and then clicking on TASK MANAGER (or, more easily, CTRL+ALT+ESC) you can see many useless processes that can take up both CPU and Internet Network resources. Also, look for unnecessary processess/apps that take RAM or CPU (things like Java Checker, Calculator, iTunes, YourPhone.exe, etc.). Make sure to select all those and click on the END TASK button to the bottom right corner of the window.

12) Make sure to close all internet BROWSERs, including their icon near the Windows Tray (where’s Windows’ clock, lower right corner of the screen)

13) Make sure that your cellphones are not doing anything on the internet. Possibly, put the cellphones on Airplane mode, so they won’t eat bandwidth

14) If your laptop is old, get a good, large, 4 fans (or a 1 huge fan) laptop cooler, put it under the laptop, and turn it on when you play the game. For example DeepCool Multi Core X6 is EXCELLENT:

15) Also, minimize the STEAM FRIENDS window.

16) Make sure no other devices are doing something heavy on the internet (smartphone, tablet, etc.), like streaming music, downloading stuff, etc.

17) Possibly, get your laptop fully opened and cleaned internally, even the inside-air conduits and heatsink. And have the thermal paste on the CPU and GPU fully cleaned up and replaced with fresh new one (like Arctic Silver or, even better, the best one, Noctua H1 thermal paste

BE AWARE: The following ↓ procedure will improve lag considerably because Steam will not load the internet connection with additional browser data and will boost FPSs, but it will reduce Steam functionalities in the chat:

18) Modify Windows’ STEAM hyperlink (shortcut), by adding these options in the Target field contained in the Shortcut tab (right click with the mouse and then click on properties):
"C:\Program Files (x86)\Steam\Steam.exe" -console -no-browser
Write it exactly like this and SAVE it.
BEFORE opening SSSS, open Steam first with those options, and then SSSS. In this way, Steam will have no web console and will be lighter on the connection.

@PeachPenguin, you go into your C drive. Then open the Users folder. Then open the folder that has your name (or whoever is your Windows main user name). Then you need to make sure you can see HIDDEN files and folders: Click on the VIEW menu, and add a CHECKMARK in the box that says "Hidden items".
Then you can see the folder AppData, open it.
Then open the Local folder.
Then open the BANDAI NAMCO Entertainment folder.
Then open the Saint Seiya Soldiers' Soul folder.
Then, with your mouse, right-click on the file config.ini and then in the menu choose EDIT.
Then you will be able to replace VARIABLE with FIXED.

@Mu The Guardian So when I go to my Steam files for the first step, do I go to the actual Steam File and then the file for the game? I noticed when I went to the game file there wasn't much I could do in it.
