After you talk to Zambezi (Before joining the Thornz) do not enter the store. Keep going left then enter the garage (Glowing room). Talk to the man, the event will be triggered after the dialogue ends.

NOTE: This only works somewhere around midnight. Or around 11PM

Yeah, it probably needs to be around midnight. I previously visited the area when my computer's time was around 3PM/15:00 and the NPC wasn't there at the time.

Sorry for coming in late, so to clear things up:
This event happened to me around 11PM EST. I tested it out again today during 11PM and I was able to get the event. I'm sorry that I said it was around midnight as people misunderstood that this happens around 3AM.

Try changing your time, eventually it should work.

so far it only did it for me on my very first play through, i was just exploring and happened upon it. However it was more like 3~ AM US Central time. I've played through like 5 more times but the NPC is never there again
