You must defeat Folding Screen Monkeys to get the Puppeteer Ninjutsu!

Step II

After eliminating Genichiro Ashina, Blackhat Badger will move from the Old Grave to near the Kite of Senpou Temple.
Use the Puppeteer Ninjutsu on the 'RAT' near kite simply backstab+attack button him, he will hold the kite for you.
