Nice guide to begin. Although, it is worth noting that you do not need a perfect circle of hexagon to build a flying city. You just need to build a city "without support", which can be esily done by making a "line" flying city, and continue the lines until it circle on itself, and every support is gone.
It may take a while and result in a pretty big island, but it's kinda cool once it works :
