Normal Way
To unlock him normally, you have to:
Beat Jabba's Palace (Episode 6, Level 1) to unlock the next level. Here, just simply complete the level. He can now be unlocked in the cantina. It was that simple.
Alternate Way(s)
An alternate way to unlock Boba is to:
Go to the cantina (this way can be done before you beat Negotations, Episode 1, Level 1) and go to the shop. Go to the "Cheat Code" section (the ? thing) and enter the code "BOBA00". He can now be unlocked.

I imagine most people using cheat codes are people who played and completed the game as a kid and don't want to repeat everything.
