If you want even more consistency at the expense of a bit of blurriness you can turn on Dynamic CAS and set the minimum value to 70 and maximum to 100. This will dynamically scale the resolution between approx 900p and 1080p depending on load to keep the framerate more consistent.

ive got a 1070 and this runs even better im running a solid 70

Enabling HDD mode even when I run the game on an ssd I still get better & more stable fps when driving. It's why when 2.0 launches I hope they don't take away this option as I highly doubt they'll have suddenly optimized vehicle travel overall.

i assume you have more than 8gb of ram? cause i have the exact cpu and gpu as you but i have 8gb ram and didn't hit 60 fps

if u have gysnc / freesync it is better to turn on vsync GLOBALLY in nvidia control panel and turn OFF in game, applies to ALL games :)
