Edit conquests.ini in %gamepath%\SteamLibrary\steamapps\common\Sid Meier's Civilization III Complete\Conquests and add after [Conquests]

PlayIntro=0
Right Click Civ3Conquests.exe - Compatibility - Disable FullScreen Optimizations
Enjoy.

Note that Main Menu will be letterboxed, game plays fine.

"perfect sized" depends on preference I guess. It's all super small. and you unfortunately did not add a screenshot of how the diplomacy screens are not centered but in the top left corner.
