also i mean each individual arrow on her C4. It isn't the same for other charge attacks.

i have to say. Flash doesn't work on blocking officers but cyclone takes 20% health for every hit and has 100% activation chance but only works on blocking officers. Each activation in this case being each individual arrow from lianshi. If your weapon literally had just cyclone this would happen. Flash would actually proc with Slash and Thunder and do the same if he wasn't blocking.

Flash would work in DW8 vanilla because back then Cyclone also broke guard and worked even if the officer wasn't blocking.
