For Zack's levels though, form what I experiences on the PSP (might have changed with Reunion), your xp bar allows for level up, but also the more additional xp you have, the higher the chance to have 777. I did made a low level run once (with an item blocking the DMW), and once I removed this item, I gains dozens of levels in a row. The DMW was not even able to fail, everysingle single time it was a 777.
So if that's the same principle in Reunion, this method would only allows you to get very close to your "max level" for your current xp. But after that, you'll have to grind more to get again a reasonable chance of leveling up.
For Zack leveling, a good way is simply to farm some high level missions/clear high level encounters. There migh be an optimal route or an exploit, but I don't know about it.
