AFAIK you can get this daedric horse by completing a quest, maybe it's a part of the skyrim anniversary dlc
or you can loot the book that teach spell to summon this out of random chest, 500 hours i've yet to come across one
and yes, this is not from mods

can you get that in the base game with no mods???
