It gives a hidden buff to your player character, which every 15 seconds will check the player status, and readjust health, magicka, stamina and carry weight depending on the level of the skills.
Due to adding a hidden buff to the player, that also means a new save is required.

It will also take in consideration times the skill turned legendary, making your character stronger as you turn them legendary.

It also makes the status selection upon level up obsolete, so pick anything you want from it, since nothing will change.

Here's the chart of skills and status they increase:

(h = Health, m = Magicka, s = Stamina, c = Carry Weight)

Illusion: m
Conjuration: m
Destruction: m
Restoration: m
Alteration: m
Enchanting: h m
One Handed: h c
Two Handed: h c
Archery: h s c
Block: h c
Smithing: h c
Heavy Armor: h c
Light Armor: s c
Pickpocket: s c
Lockpicking: s
Sneak: s
Alchemy: m s c
Speechcraft: s

Each skill level up gives 2 points on the status it increases.
When a skill reaches Apprentice Level: +3 extra points.
Adept: +5 extra points.
Expert: +7 extra points.
Master: +9 extra points.

No extra bonus is given for turning a skill legendary, beside due to the fact the skill will be set back to level 15, that's already a good status boost.

I believe you waited about 30 seconds for the game to update the status, right?
If after leveling up, a notification saying that you've got stronger doesn't appear, that means the skill that handles the leveling isn't on the character you're playing.

Gained levels and perks but still 100 magicka/health/stamina.

Good idea but doesn't seem to actually work.
