WHY NAMI IS ON S-TIER
Nami has a lot of AoE skills with pretty violent damage. Although she depends heavily on his skills, with the right build, she can clean up his existing opponents.

Here's my build;

Special Move Set
  • Zeus Breeze Tempo
  • Storm Cloud Rod
  • Weather Egg
  • Servant

Skill Set
  • Indomitable Spirit
  • Battle Instinct
  • Concentration
  • Special Move Enhancement

With this build, you'll have spammable skills with pretty big damage. I used two full-force burst skills to keep her sustained, fast, and strong. That's where the indomitable spirit works. Combined with concentration, Nami will really be unstoppable.
Film : Red DLC
UTA
Recently, Uta was released as a playable character. She's a Technique Type, which typically relies heavily on the skills they possesses. Personally, I'm not a big fan of Technique Types because their destructive power tends to be minimal.

Speaking of Uta, this character is actually very enjoyable to play. Basic attacks with elegant dance animations, satisfying skills, and decent crowd control. The problem with Uta is that I haven't been able to find a suitable build to make her not only enjoyable to use but also effective.

SHANKS
Shanks has also re-entered the game with a new skill set that, in my opinion, is much better than the existing Shanks. Actually, I had very high expectations for Shanks when I saw him entering the Film : Red DLC. I really wanted to place Shanks' name in the SS tier, lol.
(Maybe my expectations were too high, but this version of Shanks isn't that bad!)

Transformed into a Speed Type, he boasts enhanced mobility that significantly boosts his destructive capabilities. So far, Shanks (RED) is an enjoyable character to use and is not any less fun than other playable characters of the Speed Type.

COBY
Honestly, I was quite surprised to see Coby as the third character in this DLC. Among the many characters in the Red Movie, it turned out to be Coby. (Initially, I thought it would be Kizaru, Luffy, or even Oven who would appear).

Setting that aside, as a Speed Type, Coby has a fairly unique skill set. In my opinion, there's nothing particularly special about this character, but he's not bad. Not a big fan of Coby, but, alas, he's still a good character to use.
Legend Dawn DLC
GOL D. ROGER
The King of Pirates has finally entered the battle arena. He's one of the characters I'm really excited to play as. Even though I know that, in the end, his skill set in the game won't be much different from Shanks', except for his named techniques.

In my opinion, Roger is an upgraded version of the Power Type Shanks. He has a better hitboxes, better damage, and better combos; overall, he's much better. So far, Roger is an excellent character. However, there are a few things I don't like about him. Based on my experience playing, Roger relies too heavily on his Full-Force Burst (FFB). Of course, he's not the first character to depend on FFB, but I feel that the damage and combos he deals without FFB drop too significantly. However, you can work around this by using Resilience, Battle Instinct, FFB Enhancement, or similar abilities.

MONKEY D. GARP
The Hero of the Marines has also joined the battle arena, the second Power Type from this DLC. Honestly, I didn’t have high expectations for this old man since he was a playable character in OPPW3. I thought his skills and combos wouldn’t be much different from Garp in OPPW3. However, after playing him, I’ve become quite addicted to using this character. His skills and combos are significantly different from him in OPPW3. Thank you, developers.

Our hero, Garp, is one of the characters that can easily clear the arena. Learn his simple combos, and he becomes truly terrifying. He might also need FFB to maximize his damage output (though, to be fair, all characters need FFB), but he doesn’t rely on FFB too much, which is good. He is arguably the best character in this DLC.

RAYLEIGH
Last but not least, Rayleigh has also joined his captain in the battle arena. When this DLC was first announced, I thought Prime Whitebeard would be a playable character. But well, Rayleigh isn't a bad choice. After all, he’s never been a playable character in the OPPW series—correct me if I’m wrong.

This Speed Type character has some pretty satisfying combos, but like other speedsters, the damage output isn’t that high. Of course, that doesn’t mean he’s weak. To be honest, I haven’t fully explored this character yet, but so far, my experience playing Rayleigh isn’t much different from playing Roger.

Yes, Roger’s good. I even described him as excellent. I even put him on Tier S—yes, S tier. I’ve also provided a description at the top. I marked it with a (?). Read that if you haven’t. I don’t know why you’re so defensive about Roger. Maybe he’s your favorite character, but here I’m just sharing MY GAMEPLAY EXPERIENCE. I created this as a reference for players so they can get a general idea of whether it’s worth building a certain character or which DLC is worth it. And once again, in case you still don’t get it, this is all based on my experience and opinion.

And what if I told you that Smoothie can do it all, and much better? Is Smoothie even close? No, she’s far above BB.

I’m not sure your 'considerable amount of time' is enough to play and fully upgrade all the characters. 55 hours isn’t that long. You seem very defensive about the characters you like, while overlooking others that have high potential.

I have all DLC and have used these characters for a considerable amount of time. I know exactly how they work and what their weaknesses are.

It takes less time for Roger to pull off a fully charged C4 than for Garp to build haki and then do the combo he wants to. Not only that, because of how large and powerful a fully charged c4 is you can usually charge FFB with just one use, while Garp needs to work longer for it. Also means he can more easily utilise Worked up.

I've given you plenty of reasons why BB should be higher. Big aoe, burst powerful enough to oneshot new world bosses with little setup (and without any soul map stats), large area good aoe specials that he can spam faster than anyone else. Do you seriously think smoothie is even close?

That’s a good opinion, and I appreciate your perspective. But what if I said that putting BB in the same tier as Smoothie and Kaido is also a joke? Buy the DLC, and you’ll understand.

Roger relies much more on FFB than Garp. Didn’t you notice how slow Roger’s combo animations are when he’s not in FFB mode? Sure, his damage output is huge when he’s in FFB, but outside of it, he feels clunky to play. This is different from Garp, who has quick combo animations and wide AoE. At least, that’s my opinion. And it’s not just an opinion—I’ve played both characters at least 20 times before adding them to this list.

And yes, Akainu is definitely good, which is why I placed him in Tier S. I don't remember ever placing Akainu in a low tier. As for Garp, I’ll do more research and consider whether he belongs in Tier SS or S, but for sure, I think he’s the best character in the Legend Dawn DLC.

Putting Roger in A but Garp in S is a joke. Garp is much, much more FFB reliant than roger (since otherwise you have to use lengthy combos to build haji), has an overall lower dps and a harder time charging specials. Roger also has great utility with instant armorbreak skills.

Ace has one combo that deals massive damage to giants. That's it, everywhere else he's subpar.

Blackbeard is SS. Easily. Why? Combos have massive aoe range and good damage. You can also oneshot new world bosses by trapping them in darkness (C3) and using big bang. And he's the only character who gains special charge from special damage. Which means you can spam specials with essentially zero cooldown the entire match.

And akainu has the highest dps in the game AND good aoe.

Ace is indeed a really great character. That's why I put him in tier S. Actually, when I first made this tier list, there was no tier SS. But some characters are indeed on a level that's too different from the others. That's why I moved Kaido and Smoothie to tier SS, followed by Gear 5th and the new Kaido.
