Installation:
Once the file is downloaded, go to the following path and paste the two files, in case it doesn't work for you, delete the folders "Configs", "Logs", "ViceCity" and any other files or folders you have and just leave the "PROFILES" folder:

D:\User\Documents\Rockstar Games\GTA Vice City Definitive Edition\Profiles\4BCE6AFB

ATTENTION!:
Make a back-up of your original files, and then when you finish unlocking the achievement, put your original files back.

Well, once everything is installed, they enter the game and in GAME they select the game called "Punto G", I saved the game for them in Tommy's Mansion to make it faster, they go up to the roof, look for the Helicopter and go to the base FORT BAXTER military, just behind the wall at the entrance that says "VICE CITY Air Reserve Fort Baxter Air Base" is the last hidden object and with this they will unlock the achievement.
