Hello after downloading the mod, I changed the folder where it said 1.4 to 1.5 and changed it inside the about.xml file from 1.4 to 1.5 and now it's working.

You can modify this mod to achieve that. Open <steam folder>/workshop/294100/2980408348/1.4/Patches/incident.xml, and change this line:
<defaultBaseValue>9999</defaultBaseValue>

to
<defaultBaseValue>10</defaultBaseValue>

It won't perfectly be 10x as there's a bit of scaling math, but it'll do the job :)
