Ultimate Difficulty Analysis/Weapon Setups for each Playable Officer

This Guide is about character maximizations for Ultimate Difficulty.

Hi i'm XSkeithX on the gamefaqs forums and recently i made a compilation of character analysis of all 82 officers from a big forum discussion that we had in hopes of helping to make a tier list. I'm now putting it on steam to help other players.

Most of this was built in collaboration with other hardcore players in gamefaqs that are currently discussing and creating a tier list for the game. This means that this will actually keep the format of the original document that i made and be divided on tiers though they aren't supposed to be the final position for the real tier list.

Latest update: YES 4 STARS, also added a section on "DLC Weapons" recently.

Ultimate Difficulty
This difficulty creates a lot of problems not seem on chaos and below:

1.Double Damage and Double Defense buffs for enemy officers become a common thing instead of a exception.

2.Unique officers spam musous way more often.
If you happen to be unable to kill unique officers quickly you will problaby get musou'd to the face and forced to use a musou to save your life, or you will be able to block/dash away but it still means that you're running around doing no damage.

3.Officers obviously are able to kill you in a really small number of attacks and they can sometimes juggle you untill you die.
This is what makes safety and consistency way more important. You will want to know what your officer can do or you will die. Especially if you don't want to keep saving every 2 minutes because you don't know who's gonna randomly destroy you with a musou while you were in the middle of a combo. If you fail i think you will want it to have been your mistake instead of the sheer randomness of the game that can be infuriating. Don't get me wrong this game will still kill you sometimes but at least it will happen way less.

4. Annoying Archers/Juggernauts/Ballista/Pyrocannons become deadly.
These guys can be downright infuriating depending of the stage you're playing (DLC stage Clash of Minds is problaby the best/worst example of that).
Guide Rules

This Guide considers that all analysed officers are:
Lvl 150,
have at least maxed attack (1800 with Attack Boost Skill Lvl.20)
**I want to know if there is interest on ideal build for lvl 150 characters without max attack, please comment if you want me to test that**
and All Skills are Lvl 20. Also i'm using 6th and 5th weapons on everyone.

This doesn't mean that not having maxed characters wii make the weapon setups useless to you though, but not having at least lvl 150 and lvl 20 skills will drastically change things depending of character. Characters which i listed multiple offenses may be forced on just spamming the better option. Example for that would be Zhang He that in dlc stages without maxed attack would still be one of the most effective characters in standard musou setup. But he would be forced to spamming C3-EX Air Musou Combo.

Keep in mind that not having max attack is completely fine for pretty much all non-dlc stages, they are all much easier than the dlc ultimate stages, except for some of the final stages in hypothetical and historical route for some factions

It also considers that you are using two ex-weapons and most of the time those will be 6th and 5th weapons. Some of then may need some extra gems to attack boost to get them to actually be efficient damage wise, but i will only mention this if it truly needs them a lot (case of Liu Shan and Guan Suo).
Common weapon setups and Skills choices
These are the setups that will be repeated a lot in this guide. Use this for reference especially when i mention a small alteration on them:

Standard Musou setup: Flurry-Frenzy-Aggression-Roar-Velocity-Jubilation
Elemental setup (DW8XL): Flash-Thunder-Slash-Velocity-Jubilation-(Cyclone)
Hybrid setup: Cyclone-Flurry-Roar-Aggression-Velocity-Jubilation
Induction + Musou setup: Induction-Flurry-Roar-Aggression-Velocity-Jubilation
Physical Setup: Induction-Flurry-Frenzy-Explosive-Velocity-Jubilation
Other Used Setups:
Cyclone-Induction-Roar-Jubilation-Velocity-Flurry
Cyclone-Induction-Aggression-Jubilation-Velocity-Flurry

Skills:
The best Skills rarely ever vary in this game, standard for almost everyone is:
Musou Springs
Rage Springs
Mighty Roar
Attack Boost

Other good Skills would be:
Havoc
Accuracy

If a character truly needs Havoc i will mention it (Cao Cao comes to mind).
I may not mention Accuracy all the time but you can use it in characters that have good dueling. Those will normally be the ones using Physical Setup or Induction + Musou Setup.
It can sometimes be overkill damage making Musou and Rage Springs better to have, never remove Attack Boost or Mighty Roar unless you want to have a bigger challenge in easier stages.
Explaining common setups
Elemental Setup: (Cyclone-Flash-Slash-Thunder-Jubilation-Velocity)

(note: not all of the improvements that you can make on your weapon are elements, induction and explosive aren't elements as well. This is a fairly common mistake to make.)

This setup is best used on character with good number of elemental activations. Characters that only have attacks with one elemental activation shouldn't use this as they won't have an effective offense.
It's best to have at least a triple elemental attack.
Double elemental attacks that are fairly easy to achieve are also considered good enough offense. Easy to achieve would mean consistent grab attacks, early activation by being present on C1/C2/C3, high attack speed or a combination of these elements.
Flash works when a damage threshold is achieved easily done by elements like flash and thunder since they do percentage damage, Flash is especially effective when a crowd is present and can cause random officer one shots to occur where they normally wouldn't.
Cyclone doesn't work with flash since it only works on blocking targets. So you will need Slash and Thunder or Flash will have a lot of wasted potential.
Officer Examples: Sima Shi, Sima Zhao.

Standard Musou Setup (Flurry-Frenzy-Jubilation-Aggression-Roar-Velocity)

Used on classic Musou spammers and obviously intending to make Musou a stronger offense.
Flurry can be the biggest factor in this case as the chain build up in a crowd will boost damage by a lot. This especially makes musou that are normally weaker but with great number of hits a stronger offense. Even if dependent on crowds. Not as crazy effective on single hit musou's but many characters will still benefit from this in their normal attacks.
Officer Examples: Guan Ping, Guan Yu, Zhao Yun, Cao Ren.

Hybrid Setup (Standard Musou Setup with Cyclone (remove frenzy))

This is reserved for great musou spammers that have lackluster rage musou but some usable (preferably great) elemental activation for the specific cases where Musou wouldn't do the job fast enough. their rage musou's are either lacking mobility, damage, or needing a really big number of hits to hit True Rage Musou threshold.
Officer Example: Sun Jian Air Musou is one of the best in the game but his rage musou lacks mobility and damage while being really awkard to use properly. His C6 has enough elemental activations to either one or two shot blocking officers.

Induction + Musou Setup (Standard Musou Setup with Induction (remove frenzy)

This is reserved for duelists. Characters with really high physical damage that have no reason to rely on musou for their main offense. Though that is still a possibility for them when they need to be safe or just need to clear out the way fast. Examples: Ma Chao and Sun Ce.

Physical Setup (Induction-Frenzy-Flurry-Velocity-Jubilation-Explosive)

This setup is also for duelists but normally for characters who don't need Aggression and Roar because their musou's are either weak (Lu Meng) or just not necessary (Zuo Ci and Lu Meng again).

Characters with good fill that can use this setup may have the option of switching explosive out for aggression (Zuo Ci, Jia Chong) to use normal musou's as a offense that will problaby make it slower most of the time but it can also increase it's speed if you're playing a stage with musou spam happy enemy officers.
Gold Farming and Some Mechanics
Most of the testing in this game comes from Yu Province and Mt. Qi, the difficulty in any case of these stages are the harder DLC Stages and non-dlc stages will hardly have the same effect, as most officers will have similar time roflstomping those.

Many things can be different with non-maxed characters. Lower level or characters with attack not maxed can give you the impression that their better build would be Elemental Setup (see below).

This is supposed to help to a higher extent than i've seen other steam guides, as it's supposed to go a lot deeper.

I will eventually explain why the builds i'm using are better than some of the stuff i've seen here. But that will take a long while.

Small but important mechanics considerations:

Whirlwind Characters Guard Break:

Thanks grandcabalash and GanNingFan for making me realize this:
The thing with Whirlwind characters is that C1 Guard Breaks must be used from up close(Xu Huang) or from outside the range of whirlwind(Guo Huai) because it has a mini-stun that can overlap the Guard Break stun making it next-to-impossible to combo the character fast enough before he guards again or attacks you.

Ability to Switch Attack while being attacked:

Xiahou Dun, Xiao Qiao, Yuan Shao and Jia Xu are capable of doing this. this basically means that you have Thorns 10 on those characters as long as you remember to use SA, it is actually better than Thorns 10 since SA give you invulnerability as well..

Thorns 10 on a weapon means that when a target hits you it will take damage and stop attacking. This can save your life many times during Ultimate, but the choice of Thorns over other weapon skills means that you will hurt your offensive potential.
XP and Gem Farming
XP is pretty easy to farm:
1.You can use the "quick learner" skill to get levels way quicker.
2.You can play on ambition mode (in any difficulty level) and get a 9.9 multiplier that will make your level go high really fast.
3. You can also in ambition mode lvl up your restaurant and buy xp boosting food.
4. You can unlock the academy on ambition mode to buy your xp with gold (there is the place you will buy your attack boost too. It's really expensive but it isn't so hard to get the money for it if you follow apothecary video guide for gold farming that i posted above, it's gonna take a looong while if you really want to max 82 characters though).

Gem Farming is a bit harder but nothing crazy as well:
1. Max a good and consistent character (just lvl and skills you don't need max attack for this)
I recommend Zhang He(C3-EX Air Musou), Elemental Lu Xun (C3) and Huang Zhong with Cyclone + Musou Setup(C3).
At the start this may look irrelevant but peons and officers will get way stronger on later stages.
2. Play only on ultimate difficulty (it gives more gems) and material gathering stages and rush to the officer you need to kill to win, this wil make it way faster. You can also just kill all officers in early stages to get some extra time down the road.
3.
Use Soft Reset. I cant stress how important knowing this mechanic exists is. If you use this to leave ambition mode you won't quit to the camp and you won't lose progress. Soft reset is pressing both the pause and menu button together so that you will go back to main menu. pause button is unmapped by default and it's useless for anything other than using soft reset.

You should also use it if you see yourself dieing. As long as you do it fast you won't lose your progress since your last save in ambition mode (save every stage to avoid stress).

If you have a lvl 50 blacksmith you will be able to use weapon fusion in free mode instead.
So it doesn't matter that you're locked out of the camp (unless you want to use it for spending gold in the academy).

This way you will only take long to get the first 9999 gems, if you play one of the suggested characters and rush to the officer with a red hare you will take less than 30 seconds to finish every stage. You will star getting a ridiculous amount of gems at later levels. by around stage 110 you will be getting around 1000 gems for what i remember (i haven't done this in a while since i'm already maxed with everything so i'm not sure on the exact number but it's pretty close).
Explaining individual Attributes
Induction
: It is a attribute with 90% activation chance on every attack that doubles the damage on that particular hit. This attribute can mess up certain attacks/combos since it has a ministun when it activates which can make it's usage problematic.

Explosive
: it also have 90% activation chance but it the damage is only increased by 50%. The thing is that since it's aoe if you hit it inside a crowd it can hit the officers multiple times or even make a character with bad aoe clearing capable of it (Example: Guan Suo C5-EX with Physical Setup). This skill also mess up certain attacks and combos but to a bigger extent than Induction.

Cyclone
: Elemental attribute that always does 20% health damage with a 100% chance to activate on blocking officers. It doesn't do anything on officers that aren't blocking. Not a big issue since officers in this game block pretty much all the time in ultimate(not sure how much they block in other difficulty levels).

It isn't good on every character though. Mostly you will want to have at least double elemental attacks that are easy to reach (c1, c2, c3 more than that is already bad).

Thunder
: Elemental attribute that does random percentage health damage and has a chance to activate on elemental attacks.

Slash
: Elemental attribute that does random percentage health damage and has a chance to activate on elemental attacks as well. Also has a chance to one shot peons or do 50% bonus damage to officers.

Flash
: Non-elemental attribute that works best with Slash and Thunder as those two elements are capable of reaching the damage needed to make Flash proc. Especially effective inside crowds which can lead to one shotting officers inside one. It doesn't work with cyclone as blocking officers won't take this damage.

Aggression
: Increases Musou damage

Frenzy
: Increases all damage by 20% but reduces defense, which doesn't really matter as you will die fast if not careful in ultimate with or without the defense reduction.

Jubilation
: Gives you health back for each enemy you kill. Way more efficient than using survival.

Roar
: Gives you musou back for each character you kill, especially useful for filling musou while using one or increasing rage musou duration.

Velocity
: Greatly increases speed of your weapon and even opens possibilities for multiple combos. You should never have a weapon without velocity.

Flurry
: Increases the damage you do based on chain. The damage buff for this is estimated around 100% reaching it's peak around 200 chain.

Harmony
: Increases damage by 20% like Frenzy but doesn't reduce defense. It only works if both your weapons have the same affinity so it can be extremely risky to use.

Thorns
: Can be used at the detriment of your offense, but in some cases it could be good if you're having problems in big fights and getting hit too often (not useful against archers though).

Fury
: Turns all your musou's in a True Musou which is basically what happens when you use a musou while your health is red. Fury boost musou damage greatly but it's normally the last option you would use because aggression is better and most of the times frenzy is too because it boost both musou and all your other attacks. except in some rare cases were fury actually makes a big perfomance difference (See what i did with Zhuge Liang) or you're running an harmony setup and your musou weapon doesn't use velocity (See WarriorsXL Lu Lingqi Video).
Common Terminology
Hyper Officer
: Really strong officers that appear on many DLC stages and the some of the final non-dlc stages.
Example can be found at final stage of Wei Hipothetical Route in Baidi Castle (both Guan Yu and Zhang Fei)
Also in Yu Province: Every gate officer except Yu Jin.

Filling:
The act of stacking your musou or rage bar. Fast Filling -> More Musou and Rage Abuse.
this is a important quality.

SA: Switch Attack, R1.
SS, SR: Storm Rush.
SG: Spirit Gauge, the Diamond on top of enemies heads that you need to break to do a Storm Rush.

SC: Switch Counter, this is what you do when you switch attack an officer against who your weapon has affinity disadvantage (officers with a "!" on their heads). It can happen when an officer starts charging an attack, starts switching weapons or begins a Storm Rush. Can be abused with guard to fill your rage bar and give you a strong damage and defense buff.

String attack or S-String(Square String): Your normal attack string, square since this is based on playstation controller, i don't see the point of changing this as KOEI clearly puts most of their games on sony hardware and changing this will only lead to confusion later on.

CNumber(Charge Attacks):
S = Square
T = Triangle

C1 = T
C2 = ST
C3 = SST
C4 = SSST
C5 = SSSST
C6 = SSSSST

CNumber-EX: Each character numerated Ex-Attack
EX-Attack are especially important when evaluating a character as they all have hyper armor and several have great bufffs that you need to use to the best effect.

Hyper Armor: The property in which you can't be interrupted even though you still can take damage. Some buffs also give this after the Ex-Attack animation.
Countering Musou with Musou
Countering Musou with Musou is a bad idea because this means that you're not doing damage to the officer to save your life instead of just doing damage with musou. Also on a setup without roar which characters with bad filling you will eventually run out and on especially hairy situations you will die unless you want to cheese the game for a pretty boring experience.
By that i mean just play the game by standing in front off a officer blocking and spamming SC untill your rage bar fills (with lvl 20 rage springs this can happen in one SC) follow that by just always being on rage state and/or using rage musou.

Apothecary's Elemental Ding Feng video shows what happens to non-musou characters without Rage abuse on ultimate. And the setups here are not just for stages without ballistas archers pyrocannons and juggernauts in which you will always face only one or two officers at a time.
They are supposed to consider all situations found in this game and especially the ones on harder stages that would be the dlc ones or the ones in the end of each campaign.
DLC Weapons
(Missing Blade Bow, the rest is here)

Dragon Column (Weapon Gimmick, C3, C6)
Physical Setup with Accuracy or Standard Musou Setup
This weapon doesn’t have any great charge attacks but C6 is a grab with decent damage and C3 builds decent chain, Physical isn’t anything impressive on it but the power of this weapon isn’t on it’s offense but in the potential for defense. The filling and attack speed isn’t great though.

The weapon gimmick makes it so you can press L1 during an attack to prepare a “parry” that deals decent damage and changes depending of the attack, you need to pay attention to when you use it though as it apparently only blocks front attacks. Fighting “!” officers is sadly not productive because even though you will get more counters they take less damage.

Elemental doesn’t work well because the only charge attack that has chance to one shot is C6 and that’s a grab so no Cyclone to help here. C6+L1 has more elemental activations though but that’s also completely unreliable.
Works well with Sima Zhao: His weapon is way better but still. He has good air musou and expendable ex-attacks. R1 Musou can be chained into some combos similar to Ling Tong.

Emei Piercers (SA buff, C6, C1)
Physical Setup or Standard Musou Setup
The Emei Piercers have a lot of multi hits in it and every charge attack is decent so Physical Setup will work. C6 is a great offense especially and C1 is a great way to break guard since Induction and Explosive doesn’t affect it as it’s a grab.

The weapon has a immense amount of attack speed with the SA buff that last a long time and safety isn’t an issue, making this probably the best of the dlc weapons that work with a Physical Setup especially because the grabs will mostly cancel the enemy musou offense out.

Standard Musou Setup will work obviously thanks to it’s great fill but the damage on it is low and that will hurt the setup on most characters.
Elemental won’t work because this weapon needed Cyclone to be as effective as it was in dw8 since most of it’s charge attacks are grabs.
Character Preference: Zhong Hui. Using Standard Musou Setup he doesn't lose enough damage to make his R1 Musou less destructive. Even being somewhat useful on the physical setup.

Flame Blade (C5, C6, C1)
Elemental Setup, Hybrid Setup or Standard Musou Setup
The shadow sprint in this weapon has a really long range but it’s hard to control properly.
The weapon has great filling potential and decent damage making Musou Setups able to work.

C1 or walking around ignites your weapon giving you some new charge attacks with great elemental activation. C6 becomes a one shot spin to win and C5 also has great elemental activation though less so.

C4 also has many elemental activations but it’s inconsistent. C3 even without ignite has many hits but only if you have an enemy in your front even though it doesn’t seem to count as a grab. It’s just that if you’re attacking against the air it won’t keep going.
Works well with Zhuge Dan: You lose like 2 damage points but you get way better filling, shadow sprint and s-string.

Mandarin Duck Hooks (C6, C4, C3)
Standard Musou Setup, Hybrid Setup or Physical Setup

The most important thing about this weapon is it’s gimmick. After you use a Strong Attack you can press triangle again to copy it (it’s what makes you have spheres behind your body the count depends of the copied attack).

All attacks are good but elemental activation is bad. C6 is triple elemental but everything else doesn’t have enough elemental activations or reliance to justify this setup on dw8xl.
While elemental won’t be worth it because your only option would be C6, a Hybrid Setup can work if you copy it before the encounter against a hyper officer to use two times and guarantee a one shot.

I prefer to go Standard Musou Setup and rely on your Rage Musou instead because this weapon has awesome filling potential: Shadow Sprint multi hit on most of it’s charge attacks while being able to copy one of them for even faster chain. The combos on this weapon are a sight to see.
Physical setup works for the same reason.
It’s weird but i use it on Gan Ning: as much as it doesn’t fit him the weapon has better damage than Flail and his Ex-attacks are kind of expendable.

Paired Fans (Air Charge, Air Switch Attack, C5, C6)
Standard Musou Setup(best imo), Induction + Musou Setup and Physical Setup
Great chain filling and attack speed the damage has low damage but the filling potential can work on some characters and Air SA gives you a big tornado that lasts long enough to chain a musou after it and that will be a max flurry damage boost(200 chain) musou most of the time thanks to C5/Air Charge as well.
Air Attack can be chained to move you around when you feel unsafe for being static in the air(which is probably all the time after one Air Charge at least on big fights). You can also press Jump again and drop to the ground safely.
Works Well with Xiao Qiao and anyone with a decent musou basically: Air Musou is easier to chain with the rest of the skills and it’s faster, but dropping to the Ground and using something else is easy to do.

Revolving Crossbow ( C4, C6 )
Elemental Setup
I couldn’t count but C4 and C6 have a enormous number of elemental activations on them it’s pretty amazing, for what i could tell all shots are elemental on those 2 charge attacks. It has great filling on C3,C4 and C5 but this weapon wouldn’t work with standard musou setup because it’s base damage is low. So even though the weapon has great filling no whirlwind character would have their damage boosted.

Sabatons(C6, Air Switch Attack)
Standard Musou Setup and Induction + Musou (inconsistent)

C6 is awesome but all other charge attacks are good and there are many possible combos with this weapon. Induction increases the damage greatly but comboing will be harder and combat against multiple officers with many interruptions will be damn annoying.
The Sabatons have amazing filling and damage plus the combos can be chained pretty well. It sucks as an elemental weapon because the old SA combo needed Cyclone to work out.
Similar to Twin fans it works well with characters with good air musou to chain with the combos. Some Ground/R1 Musous will work as well as long as you can redirect them because i don’t find it believable that someone can drop with that switch attack and combo a non-redirectable Musou with it in a useful way.
People seem to love relating this weapon with Guan Suo, i agree that it fits him way better than his nunchaku. If you use this weapon on him he fills way better even though the damage of his musou won't change much. This plus the added range and usability makes musou setup actually pretty decent on him, especially since his True Rage Musou isn't all that bad and his True Rage Musou Finisher is one of the strongest in the game.

Stele (C2, C5, C6, Storm Rush)
Standard Musou Setup or Physical Setup
This weapon has great attack speed and good multi hit potential on C5 and C6, the best thing about it for musou users is that C2 and C5 throw poison clouds that can keep the chain up on peons so you can greatly boost your musou damage with that and they last a decent time.
It also breaks affinity rather well if ever needed to.
It works well with Xu Huang: Has great musou but dispensable ex-attacks and a pretty bad weapon except for it’s high damage. You lose a bit of base damage on your weapon but you gain a lot more. Also your musou damage is in fact improved as long as you use C5 to build chain and release poison clouds.
Tier 1 (Mounted Deng Ai Tier)
This Tier only includes Deng Ai as it's about the unstoppable offense he has while never leaving the horse. You better use Shadow Runner for this as it let's you stay on top of the horse even when hit.

Mounted Deng Ai (Strafe + Charge Attack against affinity disadvantage)

Flurry-Slash-Flash-Thunder-Velocity-Jubilation
Flurry can be replaced by virtually anything but as GanNingFan said Thorn is probably the better option.

Deng Ai on foot can also be used for situations like mt.Qi animal battle and some others(This is a Tier 2 build though)
He works wonders with Standard Musou Setup as he fills pretty fast. His r1 musou can one shot officers and his air musou can fill rage bar ridiculously fast. One thing: It doesn’t one shot generics sometimes but it did happen even when having lower chain count than normal. So i’m not sure about the hitbox on this one if someone knows exactly how to guarantee a one shot please say so.
Tier 2 (True Warrior of the Three Kingdoms Tier)
This Tier has the best characters in the game but they are still below Deng Ai as matching his clear speed and mobility on top of a horse with Elemental Setup is next to impossible. If i was tiering weapon setups for each characters instead of the whole character his Standard Musou Build would belong here.

All characters here have mostly incredible offense while having close to no flaws and their power stands above all the rest. They aren't ordered in any particular way inside the tier yet.
Cao Ren
(C1, All Musous, True Rage Musou)
Standard Musou Setup

Just going to post what apothecary said here since he already did the analysis on it, i will do the same for Yue Ying as i said next to nothing on her and he went in-depth:

Apothecary Analysis on Cao Ren:
“Setup: standard musou setup.(can be changed to your liking as long as he can still abuse his rage musou.)

Strategy: C1 is an all-purpose setup tool AND musou filler. Musou will kill generics. Rage musou is abusable.

Effectiveness
+ Chain filler.
+ fast filler.
+ Fastest rage musou in the game. Very strong as well.
+ Obviously one of the best for multiple officers
+ Strong in any situation.
- Musou attacks can kill generics but won't do much else.

His C1 will quickly build up a chain and keep the enemy stun-locked. His rage musou being as fast as it is will cut though large sections of a stage taking out officers along the way. He is most similar to Yueying.

Guan Ping Has a really strong R1 Musou that on top of it is unblockable. Regular Ground Musou is also strong but you need to break guard to use it.
By "Double Charge" attacks i mean Guan Ping weapon gimmick in which if you hold triangle long enough a second charge attack will come out after the first. Being extremely more deadly than the first most of the time.
Guan Ping is a great damage filler in the sense that he kills huge waves of enemies with his double charged attacks, but he can also use C5-EX for filling as well which is also a huge damage dealer when properly used with double charged attacks.

With the use of C6-EX you can one shot non-dd generic and unique officers. It's hard to find some setup that is actually weak in Huang Zhong so i just listed them in a decreasing order.

C2-EX instantly breaks affinity. Air and Ground Musou are both very strong, but Air musou is the better option. C3 with Cyclone can one shot an officer that is blocking. S-String with Induction does a gigantic load of damage and fills very fast. C6 is strong and can be used to fill also but it can be a problem to get there safely since you remain static with Huang Zhong.

Huang Zhong can also cover some great distances to get some space away from enemies or just getting to a close by generic using dash + charge air attack.

WarriorsXL also has a different unorthodox setup for him, He used Morass to dimish the chance of getting Musou’d to the face by unique officers(Something that happens a lot in Ultimate), but he later noticed the power of cyclone even though he didn't update his video:

His C3 is powerful but inconsistent and induction boosts it’s damage greatly. His 3 Musou aren’t that great but can be used with his combos in a variety of ways, C3-EX Knock Up helps a lot in that regard.

Warriors XL also has a Video on him though he did have 1800 defense to make it safe and idk what apothecary would say about maximizing a character's defense to make a stronger offensive build in the tier list. Doesn’t seem fair. It is a really strong damaging build, still:
Lu Bu

Lu Bu is ridiculously strong in this game. He stuns officers with Switch Attack and proceed to give no f**** with his S-string buffed by the Switch Attack, he fills musou this way and deal a lot of damage too.

Switch attack animation is really long but that's a minor issue. Using Air Musou for killing generics is normally a better idea if you have the musou to spare. Missing R1 Musou gives a super powerful long duration buff as well that also buffs Musou.

Lu Meng plays in a dirty way. He throws bombs into generics with c1-ex then starts running so they won’t block and they die to his bombs, against hyper officers he throws bombs and switch attack spam to ensure that they will not block and take the full possible damage. you do this as many times as you need to kill the officer.

If you ever get musou countered all you have to do is use one of your useless musou as you should. Not as a damage tool but as a “press to not die” button. Special mention to the fact that he can kill Lu Bu under rage with C1-EX plus switch attack and S1 reliably. He also is one of the fastest clearers in this game.
Xingcai
(C4-EX Buff, C5-EX, Ground Musou, Switch Attack Buff)

Standard Musou Setup

Ground Musou and R1 Musou can both one shot generic officers. There is no reason for choosing R1 Musou though as Ground Musou is unblockable and lets you fill rage faster.

C4-EX Buff greatly increases your damage, to the point that one C4-EX buffed Ground Musou can take over 60% a non-dd hyper health with minimal flurry help. I managed to go as high as 90% of their life.

C5-EX is her best filling tool, it isn’t incredible but is pretty damn good.
Switch Attack does a big aoe stun in front of yourself and the buff gives you hyper armor for a extended time.

Her shield gives her autoblock like Wang Yi.
Xiahou Yuan
(C1-EX, Ground Musou, R1 Musou, C5, C6)
Standard Musou Setup,

C1-EX is so strong it can fill 4 bars of musou (use one while the arrows are raining for maximum damage from flurry) and clear crowds like there’s no tomorrow. It also guard breaks and setups it’s own ex attack. (not sure if the ex attack also guard breaks)

Ground Musou does half damage when enemies are juggled, but it is still great and breaks guard in a aoe around it. This is weird but it does happen, and i’m not talking about the usual guard break from point blank Musou, it happens after it and even has a separated hit count.

I think the best build is Induction + Musou setup, removing roar as he doesn’t need it. I thought cyclone would be great for fighting blocking hyper officers. But the safety problems that i noticed in a test were pretty big. And even though his Rage Musou isn’t exactly to my liking it proved to be the safer and more consistent option.

If you really want to go elemental i would rely on C6 to kill officers, but as i stated above about safety problems while using C5 is also valid for C6.
Yue Ying
(R1 Musou, C1-EX, True Rage Musou)
Standard Musou Setup

She can set up her true rage musou by using her R1 Musou and going into rage musou right after. Even if you don’t do this she gets to rage musou pretty fast.

Setup:standard musou setup. (induction will contribute to the strength of the R1 musou but in my experience it can screw up the combo. It would be excessive anyway.)

Strategy: C3 can be used for infinite filing. C1-EX can be used as setup for anything. R1 musou will kill anything in your way. R1 musou can transition straight into true rage.

Effectiveness:
+incredibly fast true rage musou. Wide vortex will suck enemies in and never drop them.
+ Greatest multiple officer capability.
+ Can kill even DD hyper officers in one musou.
+ Strong in any situation.
+ Possesses an infinite musou filling method.
* Rage musou is not as strong as some other ones with crazy speed but it is still pretty strong.
- Filling is not terribly fast.

Her R1 musou is the best musou attack in the game. It is unblockable, stronger than any other, generates good chain, and can transition directly into true rage. This makes her true rage musou even better. There are some stages where you can start a rage musou and carry it all the way to the end. The rage musou no longer has a visibility problem and there is no max enemy count problem on PS4(or pc for that matter as long as you're playing with "many" characters instead of "normal"). Generally the R1 musou can be abused for any situation. Yueying is a great all-purpose character.”

Zhang Fei

His R1 Musou breaks guard on the first hit and the remaining damage should be enough to kill anything except hyper officers (even hyper officers without dd)
C1-EX is a big damage buff. C6 is a unblockable grab that can one shot generics.
Even having the entire S-string blocked still allows C6 to one shot if using C1-EX buff.

He has super high physical damage. C2-EX is capable of one shotting generics and it’s damage/speed buff is really strong and stays for a while.

His Rage Musou was still capable of one shotting hyper officers even with the lack of aggression. It also goes from rage musou to true rage musou fast even while hitting only two targets because of the awesome hit count on his rage musou.

His Ground Musou Air Musou and R1 Musou can all one shot generics with Air Musou being the strongest of all 3 but this needs Aggression or C2-EX buff.

His C1 if ever used instead of C2-EX is a aoe guard break with good range and hit count that stays around for a while.
C4 is a good filler as is C5-EX

His weakest charge attacks would be C6 and C3 but even those can still pull off pretty decent damage.

Removing Frenzy instead of Explosive for Agression works on zuo ci because Explosive will still outdamage Frenzy thanks to the crazy multi hit potential on his kit. This is a thing that Apothecary2 did in his analysis.

Also Apothecary made me realize that killing a hyper officer with C2-EX buff is extremely easy to do.

All these characters are still awesome. But i felt the need to divide Top Tier since there's some characters that really walk the broken borderline there. (i.e Cao Ren)
Bao Sanniang
(R1 Musou, S-String, C3, C6)
Physical Setup or Hybrid Setup

She has extreme safety thanks to the long range, coverage and speed of her weapon.
Even with Physical Setup her R1 Musou overkills targets. It still has overly long animation and i prefer to just using s-string or some charge attacks.

Her S-string with accuracy can duel hyper officers under rage easily and c6 is just my preference if you don’t finish targets with S-string somehow. It is also the best filler on her kit imo.
Both her EX-Attacks are strong, but in my opinion there isn’t much purpose in using them. At least not in her best setups.

Rage Musou and True Rage Musou aren’t as strong or fast as her S-String with a physical setup. With a setup that focuses on Musou. True Rage Musou is a good option for fighting hyper officers

With Hybrid Setup you get to kill blocking officers with two C3’s as they are triple elemental.
There’s really no benefit in using Standard Musou Setup or Elemental Setup on her, but they won’t be weak as she has many strengths that are abusable independent of your build.

Ding Feng
(Just Framed C5 and C6, C5-EX, R1 Musou and Ground Musou)
Elemental Setup (Cyclone can be replaced), Standard Musou Setup or Induction + Musou (Personal Preference)

With elemental setup Ding Feng is capable of one shotting officers with his just framed C5. it makes you invulnerable to damage. It’s best used against affinity disadvantage targets so that they won’t juggle making it easier to activate the elements. just framed C6 is also great against a big number of enemies.

Elemental setup officers have some issues in this game though with all the musou spam going on in Ultimate (and other difficulties too actually, but i think in those they happen to a lesser extent).

With Standard Musou Setup you also can do a gigantic amount of damage with R1 Musou and a pretty big one albeit not as impressive with Ground Musou.

With Induction + Musou setup you can use just framed c5 to break affinity extremely quickly and open up some variations while still keeping the power of his Musou way up there.
just framed c5-ex can actually overkill non-dd generics every time in this setup.

Lu Lingqi
(C6-EX Buff, Shadow Sprint, Air and R1 Musou)

Standard Musou setup or
WarriorsXL’s setup:
First Weapon: Flurry-Triumph-Frenzy-Fury-Aggression-Harmony

C6-EX or C1+Shadow Sprint spam are the better ways to fill with her. It’s really fast. C6-EX also gives a decent damage buff and breaks affinity pretty fast. Air Musou isn’t unblockable but you can use switch attack to break guard and one shots generics. R1 musou can kill dd hyper officers with two uses with C6-EX buff as well.

She has a good rage musou also with better mobility than most.
She doesn’t need Induction but induction+musou is a option (though problaby not her maximization) for a build and it can make affinity breaking even easier.

Her weapon gimmick with her C3 is also a good filler and does good damage but i really couldn’t get very consistent at using it and i’m not sure why it would be a better option than C6 and C1+Shadow Sprint spam. (as far as i know the best way to use her weapon gimmick is to do the stick movement as fast as possible. The movement you need to do is also different depending of charge attack. It’s a pain in the a** to learn).
Lu Xun
(C3, C5-EX, Air Musou)
Elemental setup of Standard Musou setup both work for Lu Xun.

With Elemental you use your C3 at point blank to one shot anything in the game. It isn’t easy to aim, but with Lu Xun being a dash character when you learn it you will also not have a problem positioning for it inside crowds.

With Musou Setup you have a way easier time learning to aim. His C5-EX does a lot of damage and fills really fast. His Air Musou does a extreme amount of damage as well.
One thing worth noting is that the animation of the C5-EX may make you think that you are on the air, but the game sees it as you being on the ground still. So for chaining C5-ex into air musou you need to use a dash cancel and instantly use it for the best results. Two Air Musou's can kill a non-dd hyper officer with a mid-sized crowd to boost flurry damage.
Ma Chao
(C6-EX, C3-EX, R1 Musou)
Induction + Musou Setup.

You use C3-EX to kill and C6-EX to fill (ridiculously fast)
it’s true because it rhymes

R1 Musou Quadra Kick of Justice also does great damage.
He is pretty similar to Sun Ce but has a faster fill.

Pang De
(C3-EX, C4-EX, C6, R1 Musou, Ground Musou)
Standard Musou Setup

Pang De R1 Musou is in my opinion the 2nd best Musou in this game, as two of them are able to kill non-dd hyper officers and you travel such a long distance that if there’s decent sized enemy groups in a line you will get the biggest roar return a non-Rage Musou can give you. Many times i used one just to see that i already had it filled again by the time it ended.
It also fills your rage bar quite well though not as instantly as some other cases like Yue Ying and Xu Shu.

Ground Musou also one shot generic officers and it’s faster than R1 Musou. It isn’t used for anything else though as it does pretty bad damage against hyper officers.
Rage and True Rage are also great offense when the hyper officer gets double defense.
I find both his EX-Attacks a good offense and C6 is also strong and able to stack decent chain thanks to the tornado at the end and big aoe at the start. I like all of these charge attacks but i find myself preferring C3-EX for fill anyways.
Sun Jian
(C6, C2, C5, Air Musou, Shadow Sprint)
Standard Musou Setup, Induction Musou or (preferable)Hybrid Setup, Elemental (really weak compared to others).

TouhouMiko already explained this one very well but i'm going to edit this to fit the guide:

Sun Jian has a lot of ease which filling thanks to his weapon ability of shooting out multi-hit shockwaves. C5 with shadow sprint spam is the best way to fill but you can use a variety of combos as long as you keep it running with shadow sprint so you don't lose the chain.


C6 with cyclone is able to one shot hyper officers, doing it consistently could be hard but what you need to do is strike it at the left or right side of the officer where he is still blocking instead of the exact center so that you won't hit him with most string attacks(so you won't knock him out of point blank range) and you will be able to one shot with C6. You could also just use s-string away from the target and coming back for c6 on the last normal attack since sun jian 5th normal attack can move him far. An elemental build isn't worth for Sun Jian though as the only thing that he is really good at using in that setup is C6 and the one shot can be done reliably without other elements.

If you want to use elemental build fine but it's just a way to limit him while making C6 easier to use, but not better if you learn him. Learning him will be harder than most so i can understand a person that just wants to one shot everything with his C6 on a crowd.

C2 can also be used as it's double elemental but mostly to finish of targets that didn't die with something else.

Air Musou first hit breaks guard but if you want to do the full damage you can SA to break guard and use Air Musou in the small window where you're in the air.

He has high physical damage as well so induction can also be used if you want.

His Rage and True Rage Musou aren’t very good sadly (Even though the sword kick finisher is the best in the game hands down. I don’t mean damage because i don’t really know how much it can do right now, i mean in the awesome-o-meter).
Sima Shi
(C3 and C4/C4-EX)
Elemental Setup


Sima Shi Still can kill officers with C3, even though it won’t happen 100% of the time like it used to because cyclone won't work in this attack. This charge attack is good because other than being a grab (officers can't musou on grabs) it also makes you invulnerable to damage and it's what makes Sima Shi stands out. This is a great offense and also his best defense as long as you can get over the learning phase and not miss C3. The problem with it is if you use it against walls it will do 0 damage.

C4 is 4-elemental and clears crowds really fast because of huge aoe and mobility plus flash activations, it's also especially useful for fighting multiple officers.

C2 C5 and C6 are all double elemental as well and C6-EX is also a great way to deal with big crowds.

If you play him with Hybrid Setup it can technically work but you lose C3. C4 will still be pretty good though if you hit all 4 attacks.
Wang Yuanji
(S-String, Air Musou, True Rage Musou)
Induction + Musou Setup

She is really strong as her filling is incredible and her air musou does a great amount of damage when used from the highest jump point. Her Rage and True Rage Musou are marvelous both in damage and mobility .

It has been said before that she doesn’t need velocity but i only agree it could be removed if you want to use cyclone instead. While it should make her faster in specific stages like Yu Province. She can easily kill hyper officers with her Rage Musou and max velocity will still give her string attacks the greatest possible fill for virtually infinite Musou Abuse.

R1 Musou and Ground Musou are inferior to a max height Air Musou but they can also be used though to a lesser extent.
Xiahou Ba
(C1, Switch Attack, Ground Musou)
This is Zhaoyun99 analysis on Xiahou Boulder (a little edited by me) that i asked him to do since i don’t understand the character very well.

“Setup: Induction-Frenzy-Aggression (Harmony if you wanted a more reckless but easy SC)-Velocity-Jubilation-Flurry
Skill: Musou Springs-Rage Springs-Mighty Roar-Attack Boost.

Xiahou Boulder got 2 abusive tools with him. His SA and C1. Boulder got two modes: Turn on and Turn off.

Turn on activate with C1 made his speed faster and have an Extra attack when you push triangle again after you use C2, C4 and C6 (C3 and C5 didn't count due to EX attack.) but he goes back to turn off mode.

However, his C1 along deal 75% at pointblank to generic or 50% if you are a little bit further. Nevertheless, his C1 can fill fast enough for removing Roar and it's way too fast to the point that even Unique have a hard to random Musou. His SA dealt roughtly 50% of the generic.

His Ground Musou was unblockable and with his C1, he can easily OS multiple officer in a straight line. His R1 Musou can OS but it’s very difficult to control in order to have a consistent offense and preferred to be use against the wall.

Against Hyper officer, just Rage and C1 to your heart content and if they Musou, just Rage Musou because he got a very good Rage and True Rage Musou as well.”

GanNingFan also said that his Ground Musou, while unblockable, does way less damage against airborne targets.
Zhang Jiao
(R1 Musou, C5-EX, C1-EX)
Standard Musou Setup or WarriorsXl setup

C1-EX is a really strong damage buff that makes Zhang Jiao capable of destroying anything with his attacks.

R1 Musou is super strong and big aoe, C5-Ex is also pretty strong and fills fast, both can be used to get a really big rage fill and roar return.

In WarriorsXL video he shows how capable of dueling he is and his capability of running a Harmony Setup. Triumph can be removed for anything (better choice would be roar) as he is literally using it just to speed run Yu Province.
WarriorsXL Setup:
First Weapon: Aggression-Frenzy-Harmony-Flurry-Jubilation-Triumph
Second Weapon: Frenzy-Velocity-Flurry-Explosive-Induction-Harmony
Zhang Liao
(Ground Musou, Switch Attack, C4-EX Buff, C1-EX)
Standard Musou Setup

Zhang Liao has two strong buffs. The Switch Attack one, which makes him able to create tornados that pulls enemies and increase hit count. And C4-EX buff, that greatly increase his attack speed and damage.
His Ground Musou is best used to kill generic officers. His Rage Musou is Strong Enough to deal with hyper ones and his amazing switch attack can be used for safe guard break and actually does decent damage too. His best ways to fill are using C4-EX+C1-EX or C4-EX + Square String. Switch Attack Removes C4-EX buff so take care with that.
Zhao Yun
(R1 Musou, Ground Musou)
Standard Musou Setup

R1 Musou is the most damaging musou, Ground Musou is also a killer but needs crowd. It’s also gives great roar return, Switch Attack looks like the fastest and safest filler. He has trouble filling fast though.

Two other things that he can do that work very well for filling is doing a c3-ex into air string (since he can hit enemies multiple times in the air like Zhang He and Zhou Yu) or doing a c2 to put a group of enemies in the air and doing the air string as well. It builds a decent amount of chain and may be better than switch attack as long as you don’t get interrupted by arrows or some other thing. You need to be careful when you choose to use this.

As said by GanNingFan: “Zhao Yun against multiple officers, use his switch attack and before the last hit of his knockback switch attack, execute his regular Musou immediately. This may also work for his R1 Musou. C1->R1 Musou is a good choice.”
Zhong Hui
(C1-EX, Ground Musou, R1 Musou, True Rage Musou)
Standard Musou Setup

Zhong Hui is a simple one. He fills very fast with his C1-EX and proceeds to spamming R1 and Ground Musou. Air Musou can one shot generics if you are lucky and get some really decent flurry stack with it. But it’s way weaker and harder to use than the other two Musou.

True Rage Musou is really strong and mobile and easy to reach.
He can do the Air Charge + Dash combo for moving around pretty fast.
C1-EX is safe enough but can sometimes be interrupted before you reach the "EX-part" if you are in a particularly dire situation.
Zhou Yu
(C3, C4, C2-EX, C5-EX, R1 Musou, Air Musou)
Elemental Setup, Hybrid Setup or Standard Musou Setup

Zhou Yu has fast attack speed and long range on his staff, providing safety even behind him. Mobility with Air Switch Attack + Dash Spam.
He also has C3 and C4 which are double elemental and make him kill blocking officers really fast.

He has a great Rage Musou and True Rage Musou, fast filling with both of his EX attacks and decent damage on his R1 and Air Musou. I think the elemental setup may be better since his safety is inherent to his staff and its faster when thinking about offense. But there’s a space for both builds or the Hybrid one for sure.

Another thing you can do with him is comboing people in the air like Zhao Yun. The easiest way to do this would be C2-EX into dash and air S-string. Comparing both Zhou Yu has a smaller air combo, but he has dash and air switch attack to keep him going and stopping him from getting hit. Making it way safer to do it.

Elemental Setup or Hybrid Setup Induction + Musou setup isn't ideal but can be used.

C3-EX one shots officers when used up close. The same effect can be done with only cyclone as long as they are blocking.
Air and R1 Musou both do high damage.

About Ground Musou The thing with it is that every enemy you target will receive a certain amount of damage that is separate. If you do this in front of a crowd and make sure the officers is at point blank range EVERY ARROW will hit him instead of the marked target.
You can one shot non-dd hyper officers and Lu Bu in Yu Province before he gets his buff with this trick. You need to it really well though. It really needs to be point blank and you need to mark a lot of peons (This is using Hybrid Setup).

He’s bad at dealing with crowds most but, you can use Air Musou to kill them if it’s really necessary.

His rage musou is pretty damn good and has decent mobility. For what i can tell he doesn’t have a particular fill combo but that is hardly a problem for him.

C4 can one shot officers with Elemental or Cyclone but it's hard to do so. You need to aim it well and be positioned really close to the officer you wanna hit while also holding C4 for a while to kill him. It isn't as good as C3-EX but i'm adding because it can be used once you learn him.

Two C2's will break affinity if you want to have some fun with storm rush offense Induction + Musou is the only setup that this would be worth it but this type of offense is really weak for him as it can be impossible to do properly thanks to this auto targeting s-string.

These are still very strong characters, but they have noticeable flaws that set them apart from the tier two officers. Either some fall back on safety that can lock out part of their kit not because of player skill but because of the game difficulty on Ultimate.
Cao Cao
(Ground Musou, Air Musou, C4-EX, Probably the strongest Storm Rush, C1-EX, SA)
Standard Musou Setup

You need havoc with him because Cao Cao is easily hit by peons without it. Shadow Sprint should be spammed to keep you from getting hit as well.
C4-EX spam with Shadow Sprint is the best way to fill imo.
C1-EX is great for freezing enemies and breaking guard for musou.
SA is also pretty good as it's a extended attack that can keep the chain going for you or be used to break guard or finish off close by officers safely.
Ground and Air Musou are equivalent in terms of damage. R1 Musou should be ignored.

Cao Pi
(All 3 Musou, Both Ex Attacks, C6, C1-EX, C5-EX)
Standard Musou Setup, Induction + Musou Setup or Elemental Setup

All of his Musou’s are strong. R1 being a bit flurry dependent but having a really large aoe to compensate. C1-EX has really high freeze chance as well and it’s a great setup.
His best way to fill was a C6 followed by a C1-EX, for me at least it was by far what gave the best result. C5-EX is also a great offense with freeze on top of it.

On a elemental build C6 has a really high chance to kill targets as it has a high activation rate on elements (looks higher than normal for whatever reason but it may be so just because it has a decent number of hits).

His Rage Musou can kill non-dd hyper officers by itself if you don’t have a crowd around and hits it from the start. He also has a great True Rage Musou for killing dd hyper officers.
Dian Wei
(Ground Musou, C3-EX, Switch Attack, C1-EX)
Standard Musou Setup or Hybrid Setup

C1-EX is a great damage buff that makes your attacks really strong but doesn't affect musou.
Should be used all the time for dueling.

R1 and Ground Musou hit so hard that even with cyclone and a Dian Wei with ~450 attack missing i was capable of one shotting generics in Yu Province. Air Musou is not as strong but it hits hard also. all 3 Musou have a gigantic aoe (R1 Musou Less so but it has more aoe attacks than the others) at some point of it’s execution which makes me believe that fighting multiple officers isn’t difficult. Cyclone is to be used against hyper with C4.

If the officer doesn’t have dd you will need 3 Musous anyways to kill them unless you get really lucky with your flurry stack, Ground Musou is the best option in this case. His best ways to fill are the C5-EX and his charged switch attack, but it takes a long time to fill, and leaves you static. It’s like a slower Zhong Hui C1-EX.
As TouhouMiko said it does give you invulnerability during it though.
Gan Ning
(C3, C2, Ground Musou, True Rage Musou, C4, Running attack)
Elemental Setup or Hybrid Setup

Gan Ning with a Elemental setup is more guaranteed to two shot easily with his C3/C2+Shadow Sprint combo. while having the capability to fight a hyper officer with cyclone and killing everything else with musou makes Hybrid Setup worthwhile in terms of safety as he can easily kill generic officers with his Ground Musou.

His C4 is also very good for filling as it does many hits and his Running attack can have increased duration by constantly pressing Square making for a good way to fill as well.

Standard Musou Setup imo is at a big disadvantage as he takes too long to kill hyper officers. Mostly because his Rage Musou is pretty bad, even though his True Rage Musou is among the best in the game.

Kannon has a video on Standard Musou Setup so i will post it here. It’s important to notice how R1 Musou could be used to kill hyper officers in 2 or 3 uses, but it has a wonky hitbox and as Kannon said himself it is flurry dependent so hitting an officer with no peons around doesn’t give the best result as well:
Guan Yinping
(C6, C4-EX, True Rage Musou)
Elemental Setup or Hybrid Setup

You either use her c6 rotating your left stick to make it do a godly amount of elemental damage or you use C4-EX before you do that and summon elemental tornados by the end of it.

For what i can tell using C4-EX and using the C6 without rotating the left stick also kills everything just with the tornados. So if you’re having any hardship with her weapon gimmick you could do that too.
About Hybrid Setup:

Cyclone is actually enough to make her destroy officers with her C6 gimmick or C4-EX tornado buffs which opens the possibility of a musou setup. The problem with this is that it would only be used to make her awesome Rage and True Rage Musou a usable offense. This could be a great deal of help in some spam happy archer stage or against multiple unique officers though.
Guo Jia
(Air Musou, Ground Musou, C5-EX)
Standard Musou Setup,
Physical Setup (personal preference) ,
Induction + Musou Setup
or Induction + Musou removing Roar for Frenzy.

Guo Jia has good fill with his charge attacks (especially C5-EX. C6 too though less so) and can also setup True Rage Musou or fill rage bar with his Ground Musou.
His True Rage Musou while slow moving has a pretty long range and does decent damage even with physical setup.

Air Musou also can fill Rage pretty fast and it stays hitting for a decent time after freeing you from the animation. Ground Musou can be used to setup it as well and thanks to both keeping a high chain count and getting return musou isn’t hard at all.

For completion time though Physical Setup and using accuracy wins versus Standard Musou as String Attacks and C5-EX can hit pretty hard making him able to kill hyper officers with rage state or at least doing a lot of damage before you get Musou’d to the face, in which case Rage Musou will still do decent damage anyways to finish the target off.

Induction and Explosive also work in both Air and Ground Musou, though explosive can make targets “fall’ from the Ground Musou or throw then so high up that it makes hard to combo. Induction does move them as well but it’s way less problematic. Removing Explosive and going Induction + Musou could be a good idea in this case but having it for when you just want to C5-EX targets to oblivion helps a great deal.

In the case of Induction + Musou i couldn’t decide if it would be better to have frenzy or roar, both had their big benefits and i think it comes down to playstyle (Will take a look into this later), if you only care about completion time in Yu Province though frenzy wins, but it won’t be true in all stages.
Jiang Wei
(Ground Musou, R1 Musou,C4, C3-EX, C1-EX)
Standard Musou Setup

He has two very strong Musous with a decent True Rage and Rage Musou. It’s easy and safe to play him for multiple reasons:

C4 moves him a lot so it isn't a problem that you're in the air by the end of it, and you can drop fast with air charge that can be also followed by shadow sprint.

C1-EX can help with filling against a crowd but it's a really subpar ability for the most part. C3-EX deals a pretty good amount of damage and his Shadow Sprint has a long range helping with safety/mobility/filling.

Standard Musou Setup or Hybrid Setup

I will just post what zhaoyun99 said about him here as i don’t see why i shouldn’t:
“Jia Xu is not bad at all. He got C2-EX and C4 for filler. C2-EX is unblockable after the EX utilized. It's like grab move but it's not really a matter as long as you get at least a troop nearby since it functioned like a regular crowd clearer move. His C3-Ground was also a solid moveset. His Ground Musou was very strong and consistent because it did full damage both ground and airbone enemies. That means no damage penalty and you can change the direction of the hitbox easily even though you virtually can't see it.
His R1 will be used for Dueling. Cyclone Musou worked as well. I would recommended his Rage Musou rather than True Rage and his dueling under Rage was not bad at all.

Another interesting note was that his C1 will ALWAYS get a long stun on the first hit. The AI apparently will react to this move unlike other C1. So, there will be 2 case scenario:
1) The AI will still block->Free Ground Musou

2) The AI will attack->Might take damage but it's a also a Ground Musou in the face. “

Other than that use c2 for when you want to use cyclone to kill hyper officers. Switch Attack is pretty awesome for stunning targets and guard breaking and it may be better than c1 it goes off even if you're being hit as long as you didn't get juggled.
Also his Ground Musou can instantly fill your rage bar as long as the crowd you hit is big enough.
Lianshi
(C4, C2-EX, Switch Attack Buff)
Elemental Setup or Cyclone - Frenzy - Flurry - Induction - Velocity - Jubilation (may use accuracy in this one)

C4 one shots everything in this game when used properly thanks to god knows how many elemental activation on it.

I see her as very static with a slow string attack but you can user her Switch Attack to get a great attack speed boost. Her C2-EX also offers some useful repositioning though it isn’t anything incredible.

With the second setup that i suggested she is more fun and she keeps one shotting enemy officers with C4 as long as they block for cyclone to do it's work. Against weaker officers Induction Frenzy Flurry can also do the job as long as they are not blocking and you're close enough for a lot of bolts to hit (as opposed to only five needed from cyclone) or contribute for the damage with your s-string as well. This is just raw power instead of the guaranteed one shot cyclone without blocking or elemental build will give against even Hulao Gate Lu bu if used properly.
Pang Tong
(Ground Musou, C5-EX for fill, Switch Attack)
Standard Musou Setup or Induction + Musou

C5-EX does a lot of damage and fills fast, Switch Attack has a good fill.
The mobility and power in his ground musou makes gaining musou while using it a possibility like Cao Cao.

While against multiple officers filling with his C5-EX may be a problem, Spamming his switch attack is also a good, albeit slower way to fill in this case.

He sadly has one big fall back: his string attacks are pretty unsafe in general and you will want to mostly use them only if you want to/can use c5-ex for filling.
Sima Zhao
(C6, C4, Air Musou, True Rage Musou)
Elemental Setup or Hybrid Setup

From all the testing that SlideDemon did i would say that elemental is better off for Sima Zhao. You can abuse the range on his C6 to kill officers from far away with the elemental setup without running the risk of getting Musou’d to the face. C4 also has decent elemental activation but it’s hard to use compared to C6 and also less consistent. Remember to always hold your charge button when using C6 as well or you won't get to do the maximum amount of damage.

Still it isn’t like his Air Musou is weak. Also his True Rage Musou is awesome.
He also has enough attack speed to get some filling but it's mostly subpar. Getting a officer to block so you can kill them with cyclone is pretty easy also.

You can’t really setup for his C6 from long range when playing on Mt. Qi though as SlideDemon also demonstrated, so he doesn’t deal as easily against multiple officers.

Induction + Musou Setup Replacing Roar or Frenzy

Ground Musou is strong enough to one shot generics. the same can be done with c6-ex. Dueling Hyper under rage wasn’t hard as well because of his really high physical damage. If you're going to remove Roar or Frenzy that's pretty much based on preference.

He can cancel his charge attacks by pressing square. I only use this to cancel C6 if i miss it or if i kill the target before the end of the attack.

Wang Yi
(C2-EX, Ground Musou, Air Musou, C6-EX)
Standard Musou setup or Induction + Musou Setup
Wang Yi has great filling with her C2-EX and can duel even though not on Ma Chao or Sun Ce level with C2-EX or C6-Ex plus some other combos.

Standard Musou Setup may be better just because it's safer. I decided to list both anyways.

For Induction + Musou to be consistent in killing with C2-EX i needed Accuracy to boost the damage. So i decided to forget it and use Musou Springs for some better filling.

Standard Musou Setup both of her Musou’s can one shot generics and Ground Musou is one of the easiest grabs in this game to use consistently, Plus you can Air Musou at the end of it for 100% chance to hit the target you picked with Ground musou, can be useful in case of double defense generics and if you want to spend 3 Musou to kill a non-dd hyper officer it's will also kill with Ground Musou > Air Musou > Ground Musou.

Ground Musou(sometimes) even if it misses the main target it can pull it up at the side and still one shot, in some other cases even if it isn’t pulled up as well. It’s a really weird hitbox but it’s “good weird” in this case.

Rage and True Rage Musou are both very good and should be used against hyper officers every time. Non-dd hyper officers can instead be killed by 3 Ground Musou’s(or 3 Air Musou’s if you’re feeling fancy).

She has an auto block which can both save your life or be extremely annoying as it can interrupt your combos. Also i find it really easy to get behind a blocking target with her s-string as the way it moves kind off naturally circles it’s target on both sides(for some reason i subconsciously choose this over just doing a guard break as well).

Obs:
I used Physical Setup with Accuracy on her before, which gives the possibility of one shotting generics with C2-EX, it wasn’t consistent though so i decided to go back to induction + musou setup. It also leaves you with way worse defenses against the musou spammy officers (that get even more spammy in ultimate).
Xiahou Dun
(C2-EX , Ground Musou, R1 Musou, Switch Attack, C3-EX, Shadow Sprint)
Standard Musou Setup

He uses C2-EX to kill gigantic crowds to fill. It can also be used to deal a huge chunk to generic officers and kill them with the help of his Shadow Sprint to continue comboing.
He can either Ground Musou or R1 Musou to fight as both are incredibly powerful. He also has a long range shadow sprint that is probably better than Jiang Wei’s one.

His filling is inferior to other high tiers but his c2-ex keeps him extremely safe against multiple officers and shadow sprint can also boost filling a little bit.

C3-EX is strong but C3 isn't that great, you should not tap your Charge Attack key so that it won't repeat so it will reach the C3-EX faster and be more usable. It can be followed up by a shadow sprint instantly so you will move together with the knockedback targets.

Switch Attack also can save you if you ever get stun locked by an enemy officer as you can use it even during enemy attack. It’s like having Thorns 10 for free.

Xu Shu
(Ground Musou, R1 Musou, C5-EX, C3-EX, True Rage Musou)
Standard Musou Setup or Induction + Musou setup

He doesn’t have a guard break to setup his r1 musou. You can use the switch attack after you get released from the animation of the musou, but it isn’t very efficient and doesn’t compare to what other musou spammers can do (as said by apothecary himself)

Using the switch attack to setup for his ground musou is easily done though.
R1 Musou can both fill rage bar instantly and setup for his True Rage Musou like Yueying(a necessity in fact as his Rage Musou is terrible)

With the use of induction his C5-EX and C3-EX were both very strong but not capable of hitting crazy duel levels like Sun Ce so it really feels unnecessary and can mess up certain combos.

His r1 musou also activates induction after you leave the animation but the damage differential wasn’t big, though the hit count increased thanks to induction making rage fill faster, but again this is hardly necessary from what i can tell.
Yu Jin
(C4-EX, Weapon Buff, C6)
Standard Musou setup or Induction + Musou Setup

Yu Jin can one shot generics in Yu Province using C4-EX and C5 without necessarily needing induction, but it does increase duel damage. Like Ling Tong he also can incorporate Musou in his combos.

I also see him as user of accuracy since his Musou are weak and relying on his weapon buff is difficult unless you’re planning ahead, doubt apothecary would agree on this since accuracy is pretty damn unreliable (around 30% activation rate as said by TouhouMiko).
Though it gives some crazy spike damage.

His weapon buff increases attack speed by 15% and damage by 80%. It also buffs the damage of all his Musou by this amount, it can make dueling hyper officers way less of a pain.

The problem with Yu Jin’s buff is the fact that switching weapons will remove the orbs or buff. Using a musou boosted by it’s damage will also remove it.

Obs: for some reason when using his ex weapon with other characters you boost the damage of the musou and doesn’t lose the buff after it. Making his weapon BETTER on other characters. Obvious bug though no one knows if the buff is supposed to vanish after one musou use or stay after using Musou (meaning a fix for this could be a gigantic buff for yu jin)

Quoting Kannon Here for some useful info: “His air charge is good for guard breaking, allowing you to connect his musou more easily since all of them are blockables. After guard breaking, his C6 can break affinity shields very fast, even in one combo if you are lucky.

His C1 "infuse" the weapon with an element. To release it, you need to use a charge attack corresponding to the element "infused".
C2 - C6: Ice
C3: Lightning
C4 - C5: Fire
After doing it 3 times and collecting 3 orbs, use C1 again for a power boost.”
Zhang He
(C3-EX, Air Musou, Switch Attack, R1 Musou, Ground Musou)

Beautiful Standard Musou Setup

Basically you Fill with C3-EX and by the end of it while you’re in the air you use Air Musou.
His air musou has such high damage when you do the C3-EX( so you can use it at the highest point) that this is how he deal with hyper officers.

Also filling with C3-EX and using the same bar you just filled to execute the Air Musou is easily doable.

He can Dash -> Air Charge Attack for mobility. He isn’t Zhou Tai though.
Breaking Affinity is also easy with C3-EX followed by some extra square air attacks.

Putting the enemies on the air with C3-EX or Switch Attack and comboing with s-string in the air followed by a air charge, as long as it hits, can kill generics. It’s a pretty fun and relatively easy combo to do. when you use Switch Attack instead of C3-EX you gonna need some chain to increase flurry damage though.

R1 Musou can deal with generic officers. Against group of non hyper officers you can also Switch Attack, wait for them to get into the air, Air Musou.

True Rage Musou isn’t good but the finisher is strong enough to make using it against hyper officers a option.

Zhang He can keep his chain while using ground musou. Both the chain before and after isn't lost. That's because the animation before the actual attack is small and after as long as there something in front of you alive you should be able to keep the combo. In extend fights against multiple officers this is big for him if you can build the chain up. Big chains can make his Ground Musou usable on these cases thanks to the flurry damage boost.
Zhou Tai
(Ground Musou, Air Musou, C3-EX, C4-EX)
Induction-Flurry-Frenzy-Aggression-Velocity-Jubilation

In his case replacing roar for frenzy in the induction + musou setup felt pretty great. As zhaoyun99 said: his ground musou will fill his rage bar with one or two usages. You can pretty much use C3-EX or Rage Mode to fill your musou bar again.

This is a good idea since his rage musou and true rage musou are pretty bad (but his dueling under rage obviously isn’t).

Also he has great mobility thanks to dash and air square attack spam.
Useless Info: Doesn’t need Red Hare unless you’re feeling too lazy to do this(All aboard the lazy club).

Zhu Rong
(C6, C5-EX, R1 Musou)
Elemental Setup, Hybrid Setup.

She can Dash Air Charge Cancel for moving but she isn’t particularly fast with it.
Most of her attacks are elemental and can be used for finishing targets off if you messed up your C6 hard or if you just can’t get to it, because you will be stunned by an arrow or something.

Zhurong has a 12-elemental activation on her C6. (Yeah i didn’t misstype that)
This has the best effect when the officer is blocking as cyclone destroys them.

Hybrid Setup can also be used as cyclone is strong enough by itself with C6 and officers block al the time. C5-EX is a great way to fill for Musou. R1 Musou is a strong musou as well.

Choose what better fits your style. Hybrid gives you good musou offense but also limits your aoe elemental potential as not all officers will be hit by cyclone depending of their position and the charge attack you're using.
Tier 5 (High-Mid Tier)
Characters that clearly are stronger and less flawed than others in Mid Tier but not enough to be as strong as the ones in high.
Dong Zhuo
(Ground Musou, C1-EX, C3-EX)
Standard Musou Setup or Induction + Musou Setup

Dong Zhuo has a lot of damage but he is problaby the hardest character to play well and is also not that consistent. Accuracy may be used instead of Musou Springs but how much that will actually benefit you in the long run is hard to know.

Ground Musou does a giant load of damage and fills rage fast but needs you to be point blank to work because Dong Zhuo doens't have a good guardbreak.

C3-EX can be used but it's risky. Also C3 gets blocked even after guard was broken with R1 but it also makes the officer drop guard sometimes. IT'S A REALLY weird skill because you never know how much damage you will actually do with it.

His Rage Musou needs too much chain to reach True Rage Musou and both are slow moving but the damage is there once you reach it.
Fa Zheng
(C1, Ground Musou, C5-EX, R1 Musou)
Standard Musou Setup or Induction + Musou Setup

While he isn’t the fastest character in offense, he is probably one of the safest by far.
He controls the battlefield with his carpet (that lasts a ridiculous amount of time), which can:

1. Create a build up chain for flurry and consistent filling.
2. Perma Guard Break officers for you to use your offense with no interruptions
3. Be used in combination with C5-EX as a damage tool especially if you have induction. It also breaks affinity fast used this way but most of the time you won’t have a need for a Storm Rush.

He is one of the greatest users of flurry as the constant chain keeps his R1 Musou damage high and obviously gives more safety and time to use his attacks instead of worrying on chain stacking.
His Rage Musou Is at least above average and his Ground Musou used from a distance can be used as a super strong version of the carpet for rage filling against a crowd. The fact that he constantly has Musou to use on a non-stop fashion is one of his strongest points.

Observation: There’s also something unique with his c1, If you’re attacked and you press Triangle at the right time it plays a strange sound and makes a weird explosion. I saw this sometimes but i don’t know the potential on it
Huang Gai
(All 3 Musou, C1 + S1, C6)
Standard Musou Setup

All 3 of his Musou are Grabs and do extreme damage. They can even be used to fight hyper officers in a pretty easy and safe fashion.

His Rage Musou is good as it doesn’t need a high chain count to activate His True Rage Musou, which is ♥♥♥♥♥♥♥ amazing. His C2-EX does a lot of damage but it’s hard to incorporate it on any offense.

He can use C1 and S1 in sequence to cover big distances distances and fill while moving safely. Most of his attacks are good ways to fill for him but special mention surely goes to C3 and C6, C5-EX is powerful but hard to hit properly. You can use induction on him but skills like C2-EX will be disrupted.
Jia Chong
(C1-EX, Storm Rush, Rage Abuse (Musou or not))
Induction + Musou Setup removing Roar instead of Aggression or Physical Setup

Thorns can be used instead of explosive on physical setup as well since it messes up storm rush and some combo attacks by sending the enemy really high up.

Jia Chong pretty much abuses rage state and rage musou, since all his 3 normal Musou are terrible. People said before that R1 Musou may be usable but i sincerely find it weak and with a way too long animation.

The way he abuses rage state is by using a spam of his c1-ex to fill. Which also can be used against officers to break affinity super fast (with induction explosive it’s amazing how fast it can be) many times managing to do a double storm rush as the flying axes hit the enemy officer again and again.

In fact is so spammable that i wonder if he could even fight non dd hyper officers like this as i even got a triple storm rush before when he wasn’t maxed. I couldn’t test that though since hyper were getting double defense every time and i just used rage musou in those cases.
His Rage Musou and True Rage Musou are at least above average.

Liu Bei
(Ground Musou, True Rage Musou, C4-EX, C5-EX)
Standard Musou Setup or Hybrid Setup

Liu Bei is a weird character in his ability to duel all officers that aren’t not under dd or are not hyper officers, while also having a Ground Musou that barely one shots Generics with Standard Musou Setup and some extra hits. His C4-EX and C5-Ex are used both to dueal and fill.

His Running attack also does some decent of damage and can start his combo to let him fill a little bit better as well. His True Rage Musou is Really Strong and doesn’t need a high chain to activate.

I still need to test him with crazy stuff like physical setup with accuracy. His damage on both EX-Attacks could potentially make him work that way pretty well.
Lu Su
(C1, C6-EX, R1 Musou, Switch Attack)
Setup:
Frenzy - Flurry - Induction - Explosive - Velocity - Jubilation or
Frenzy - Flurry - Induction - Aggression - Velocity - Jubilation

C1 is basically infinite fill like Yue Ying C3 but with bigger aoe.
I use C1 before R1 Musou as it magically places the enemy officer at the perfect spot to get hit by both parts of it. this one shots generics without aggression btw.

C6-EX can also be used easily to fight multiple enemies as it has big damage potential and it also fills very fast if you can't be static. C1 is really safe when there are only enemies on your front, but you can get hit by archers and peons if they are at your back.

His Combos hardly need any kind of consistency to work so explosive and/or induction shouldn't be a problem.

His Switch Attack also has high duration and can be used to stun lock a big number of enemies. Sometimes i just throw it at my back and use C1 to stun my front. with Explosive this may throw enemies out of the stun lock though. Didn't happen with only induction.
Meng Huo
(C6, C4, R1 Musou, C1-EX and C3-EX)
Elemental Setup replacing Cyclone or Standard Musou Setup

Both C6 and C4 are grabs and still work pretty well with elemental setup.
I think he is the worst from the remaining high tier elemental characters though.
He can run Musou Setup as well thanks to the decent damage on his R1 Musou, and even though it’s a grab it has a decent aoe and it can kill non-dd generic officers in it.

Rage and True Rage are used to kill hyper officers in this case.
He can also one shot generics with C6 + S-string and every single one of his charge and EX attacks are pretty damn usable if you’re using Musou Setup.

Ground Musou though it doesn’t do much damage has a long stun time and aoe after the animation. It also can be used together with some of Meng Huo attacks similar to Ling Tong.

He doesn’t have a particular way for filling, from my experience using anything you want will work around the same effectiveness level.
What i prefer doing is a C1-EX into C3-EX into C6 or C4 as it is pretty easy to keep the chain going with those attacks.

Don’t use his Ground Switch Attack for nothing in the world if you can avoid doing so, as it doesn’t make you invincible, it only gives hyper armor for some reason. I noticed that he has a Air Switch Attack that doesn't have the same problem though. So your options are using Air SA, SC or going on top of a horse.
Sun Shang Xiang

TouhouMiko also explained this one, i only disagree on the fact that all musou are strong, as i find her air musou pretty lackluster especially in terms of aoe: “SSX abuses her SA to allow her maintain high chain and fill constantly, she has probably the best SA in terms of utility in my opinion, therefore she can use Flurry at its max potential.

All her Musou are quite good, regular Ground Musou does the most damage, R1 Musou is fixed by patch so it has better hit box which allows to easily full hits, but still weak compare to her regular Ground Musou.

Her Rage is average. C4 activates Cyclone twice so if you want to kill hyper officers fast, that offense can be used I suppose. But I believe she makes a great use with Induction because of her SA.”

She has a problem with the way her True Rage Musou animation work. By that i mean that if you don’t have the officer on it at the start it can take really long for you to adjust it through her defense. She also gets decent return with roar on her Ground Musou especially.
Wen Yang
(R1 Musou, C2-EX, C6-EX, Ground Musou, Shadow Sprint, SA)
Standard Musou Setup or Induction + Musou replacing Roar/Frenzy

Wen Yang has two very good ex attacks, making him capable of dueling.
His R1 Musou can one shot officers with Standard Musou Setup, without it you can one shot as well but you need something like 6 extra hits to do it (so basically pulling one or 2 peons, which happens almost every time).

His Ground Musou is strong but is best used without using your left analog stick to move around. Just put the officer at your front and let it do it’s thing.

Switch Attack is by far his best way to fill. It isn't easy to make good use of it though.
Shadow Sprint Spam with C1 can be used to move around a little faster since it has a really long range and for decent filling while keeping safe. His C1 is really good imo in the fact that is a ranged guard break letting you engage the officer instantly juggling him with C1+Shadow Sprint. It also lets you get out of stuff you shouldn’t be able to without it.

His C6-EX is best used with auto aim as it will be pretty consistent at doing max damage to officers. with or without induction and accuracy it can be efficient for dueling. i liked using him with Induction + Musou removing roar just to duel stuff with it. It worked. but his Ground and R1 Musou are really good so i doubt it was the better option, also without Roar his filling isn’t what it needs to be.

Zhen Ji

you can also remove Explosive for Jubilation on his first weapon
and swap Triumph for Roar.

Obs:Triumph imo is only in his build for speedrunning Yu Province. If you don’t care about your specific time you will lose some seconds to get all that Rage with switch counter instead and the difference won’t be high enough to be considered demotion worthy.

C1 puts the target under Morass effect making it really hard for them to Musou your face. C1-EX buff isn’t to be ignored in any point as well as it is a pretty good damage booster.

Switch Attack is what makes fighting against affinity disadvantage easy.
Even if you don’t have musou, as it leaves a “buff” of explosions around you that make Zhenji able to fight these officers.

With or without C1-EX buff she can duel pretty well with the Physical Setup-like weapon with her s-string and her R1 Musou with the Musou weapon is also a good rage filler and can one shot generics as long as you’re using WarriorsXL setup.

Ground Musou is also able to one shot generics and it’s much faster than R1 Musou, but it has the fallback of not being usable for Rage filling.

True Rage Musou is by no means weak but you probably won’t ever need it since C1 into S-String is too good and strong against hyper officers.

C3-EX while another thing that you won’t use much as it is a grab with some aoe involved in it, actually does have pretty good amount of damage to the target.
Tier 6 (Mid Tier)
Character in here have some bigger problems than the ones in high tier. They can be anything, some are: bad consistency in his kit, slow offense, big safety issues, lack of crowd killing abilities, bad filling among others. They aren't necessarily bad, and can still do some pretty amazing stuff.
Chen Gong
(C1-EX, C3, True Rage Musou, R1 Musou, C3+Ground Musou)
Physical Setup and Standard Musou Setup.

On Musou Setup you need to spend some gems with attack strength on weapons or alternatively Musou Setup but one weapon with Fury and another with Roar.

C1-EX is a pretty good way to fill with him, fast and with great range.

Kannon actually shows a pretty interesting combo for this one. You use C1-EX followed by switch attack (that frees you from it’s animation) followed by jump cancel into a c3 breaking affinity if you didn’t kill him before it. Rage Musou isn’t anything impressive but True Rage Musou is very strong.

Standard Musou isn't bad as well, you can fill with C1-ex and use rage musou whenever you want. This makes him like a weaker Cao Ren.

I gotta say that my current preference with him is strange and i'm still testing with it but for all i can tell it's the weird but better way. I have one weapon with Standard Musou Setup and another with it but removing Roar for Fury.
I use the Roar weapon to fill with C1-ex and the other to kill officers since he doesn't have a good Roar return with his Musou. While using Rage Musou i use the one without Fury so i can get a longer duration on it.

C3 can be used before your Ground Musou so you won't lose the chain. It still does damage and if you do this Ground Musou also becomes a useful offense.
I prefer doing the above method instead of using R1 Musou because even though it should one shot every time it does have a buggy hit box.

Officers with affinity disadvantage over you aren't really a issue because you can kill with any of the two weapons if really needed as both setups don't affect physical fighting. Just the efficiency of filling or Musou. If you happen to have musou you obviously use the fury weapon, but if you don't you can use any of them.

Da Qiao can spam Air Charge + Dash to move extremely fast without a horse.
She has really good filling as her string attacks themselves have multiple hits. Though i found that filling with her C1-EX was preferable as it has a big aoe and does enough damage to kill and benefit pretty well from roar.

Her R1 Musou is used for killing non dd generics mostly and it’s a grab with decent aoe for flurry boosting it’s damage. it does good damage but it really isn’t enough against dd officers. It also helps with rage filling.

Her Rage Musou has some mobility but i think the damage is pretty low in comparison to many others and building chain for True Rage musou is slow since the aoe on her Rage Musou is pretty small, but it can be used for fighting hyper officers still though you will need a big crowd to do it properly.
Cyclone can be used as alternative as close range C4 can do 3 elemental activations from what i can tell so it is the fastest alternative.
Diao Chan
(R1 Musou, C2-EX, C4-EX, C5, C6)
Standard Musou Setup, Elemental Setup or Hybrid Setup

She uses C2-EX for filling, but it isn’t very efficient. C6 is more efficient but you can use C2-EX 2 times by the time you reach it. C4-EX may be used to increase damage and speed to make filling faster, and also increases her Musou damage.
Her R1 Musou is strong and it’s very efficient for filling rage but the animation is really long.
Her True Rage Musou is strong but her Rage Musou is really slow to build chain and has a small aoe.
If you play her elemental her C5 is a good offense, with a hybrid setup it's trickier to use it because this skill easily breaks guard depending of the angle you're using it.
Hybrid setup is my current preference because it allows you to fight officers when you don't have musou untill you max one bar. After that you use R1 Musou and has maxed rage already to abuse and sometimes another full bar depending of the size of the crowd that you hit.
Guo Huai
(R1 Musou, C6, C3-EX, C4-EX, Air Musou, SA and SA Buff)
Standard Musou Setup or Induction + Musou Setup also could replace Frenzy for Thorns.

Havoc is a option to increase his range(remove musou springs) and he also has pretty good filling with C6. Air Musou can one shot generics but it is a bit flurry dependent and Storm rush can be used sometimes though you will mostly kill the target before using it if your character is maxed.

As said by Apothecary Induction will mess up C1 stun, i haven’t noticed this before because i always thought that his C1 stun was terrible, but as long as you use it at the end of whirlwind range it won’t mess C1 up.
Induction other problem for Guo Huai is making C2 and C5 inconsistent in the way that sometimes the targets won't be thrown in the air properly if Induction activates at the time of the knockup.

You murder people with C6 and C3-EX, C4-EX isn't so murder-like, but it can be used for crowd clearing as well. You can use R1 Musou for killing generics as well but the biggest problem with it is that after you finish it you will have your face planted in the ground.

Switch Attack should be used to save time. It can finish off low health targets or stop a charge attack prematurely to avoid you from wasting damage on a dead target. Happens a lot with guo huai.

SA Buff works the same way as Dian wei and Zhang Jiao buff. It should be used for officer destruction as well but also doesn't affect musou.

When fighting hyper officers using C6 can be considered under rage state. this is because his True Rage Musou is really strong but super slow (he moves as fast as a zombie), his Rage Musou before that isn’t weak as well. He has a really long animation on his finisher but the damage on it is really high though sometimes it’s extremely troublesome to use properly (officers may block the last hit that is where most of the damage from the finisher comes from). It also leaves you face planted to the ground.

The way to play him safely would be destroying the crowds from a distance with C6 (C3-EX and C4-EX need you to be closer). And hopefuly officers with it. If the officer doesn't die because he was blocking the way should be clear anyways for you to kill him. You shouldn't do this if you want to use rage musou (hello i'm captain obvious).

Thorns can be a great deal of help for him. He has pretty extreme offense but the safety problems hold him back. So using thorns to make sure you won't get juggled by officers all the time is a option to fix this without losing much of his already crazy offense.
Li Dian
(C6-EX, R1 Musou, C1, Ground Musou)
Standard Musou Setup or Induction + Musou

C1 is a good way to fill just spam it and don't lose the chain. If you use two C1 fast enough for them to hit each other they will go into “beyblade mode” and start knocking up everything while also providing even better fill. LET IT RIP

You don’t really need induction. You also don’t really need frenzy though. For better consistency on his R1 Musou use switch attack before it to put the enemy officer in the air.

His Ground Musou can kill if you have frenzy but you need to use it from a set distance. It's considerably weaker than R1 Musou but it's also way faster and you can use C1 prior to it multiple times to build up flurry or just guard break.

C6-EX can clear a crowd pretty well and help with filling. He also has a pretty strong True Rage Musou and Rage Musou Finisher for dealing with hyper officers.

Elemental Setup or Standard Musou Setup

Both can be used but Elemental Setup is the best choice for sure.

Best way to fill with him is using your C6-EX on decent sized crowds.

C5 is triple Elemental and finishing a target off after it isn't hard. You can use both C4-EX or C6-EX to finish the target off after it. Your True Rage Musou is extremely weak in this setup against hyper officers. R1 Musou will still take around 40% of a generic officer HP. He has slower offense compared to other Elemental officers at any rate.

With Standard Musou Setup your R1 Musou can be a killer though still a bit dependent on Flurry and True Rage Musou becomes way better. C4-EX and C6-EX will have decent damage increase as well.
Sun Quan
(Ground Musou, C3-EX, Switch Attack, C5-EX, C6)
Standard Musou Setup

Sun Quan can go around the map using Air Charge and Dash, but Red Hare is still faster in this case. Ground Musou isn't flurry dependent at all and is a great tool for one shotting generics.

He has slow filling with his C3-EX as you need to use the full attack which takes a decent while, but it isn't hard to keep up combos with him at all so filling shouldn't be at least decent. His switch attack can be used in the middle of strings and at the end of charge attacks to keep up combos better than anyone else for what i can tell.
C2, C3, C4 and C5 can work with this. C6 will only work if the target is close to a wall.

C5-EX can be really hard to connect but also does decent damage along with your s-string and can one shot if you have a decent chain going.

Rage Musou isn't great but True Rage Musou actually has really great damage and decent mobility.
Taishi Ci
(R1 Musou, C2/C2-EX)
Hybrid Setup

He has powerful but very slow attacks. His R1 Musou overkills generics by a long margin even when using Cyclone instead of frenzy.
His C2 is double elemental being the fastest way to kill hyper officers.
His Rage Musou and True Rage Musou are pretty good though not mobile.
He fills pretty slowly and needs Roar more than most officers
Wei Yan
(C2-EX, C5-EX, R1 Musou, C6, Running Attack)
Induction + Musou Setup removing Roar Instead of Frenzy.

Running Attack is pretty strong but the chances of being blocked are pretty high making it less so, can still be used while you’re walking around and to fill. S-String, C5-EX and C2-EX are both very strong and can be used to fill or duel officers.
Hyper Officers are particularly hard to fight against as he takes longer than other duelists to kill them under rage state. His Rage and True Rage Musou are pretty weak as well making them bad options.

Obs:
Even though his C5 is 9-Elemental i wouldn’t prefer a elemental build on him because it’s one of the most inconsistent Elemental attacks in the game. Using it requires you to be point blank If the officers is blocking, Cyclone can push him away from the activation though sometimes it can also one shot. If you try to break guard and juggle the officer there’s still the problem
that thunder gets extremely inconsistent on airbone targets.
Xiao Qiao
(Ground Musou, Air Musou, Switch Attack, C5, C4, C3-EX)
Standard Musou Setup, Elemental Setup, Hybrid Setup

Xiao Qiao is pretty similar to her sister in some cases. With cyclone, her C5 can also be used to kill hyper officers faster than her Rage Musou, which also needs a decent crowd to build up for her True Rage as it’s one of the worst Rage Musou animations on the game.

Her Switch Attack can be used for fast filling and trapping enemies in the air and she also has pretty decent attack speed making chain stacking with SA + C5 pretty fast.

C3-EX doesn't do much damage but has the potential for filling way faster than SA if you have a huge crowd ahead of you and knock it back while SA will provide slower but consistent filling.

SA can also be comboe'd with Ground or Air Musou. Comboing it with ground musou may require some expert timing depending of the way you use it:

If you throw the SA away from the officer you want to kill you lose the possibility of breaking guard while making Ground and Air Musou easier to use with the chain for flurry damage boost from SA, since you don't knockback the target.

If you actually learn the character you will notice that you can SA dash and Ground Musou/Air Musou before the chain drops. Air Musou being easier to combo as it won't take good timing since you don't have to wait for you hitting the ground but dealing less damage as Air Musou is weaker(it will still one shot generics from dlc stages in ultimate difficulty anyways, but be less effective at killing dd generics)

Elemental can also work on her especially thanks to C5, but an pure elemental build that doesn't prefer to rely on blocking officers to kill with cyclone will be inconsitent. Sometimes you will one shot sometimes it won't work as you'd like.
Xu Huang
(R1 Musou, Air Musou, both Ex Attacks)
Standard Musou Setup

His best qualities are in his Musou’s. Two Air Musou are enough to kill a hyper officer, while R1 Musou are unblockable and kill generics pretty easily while also being his best way to fight multiple officers. C5-EX is a decent filler though surely not top tier.

He is sadly slow as hell with his great axe, animations for both ex attacks are pretty damn long. As said in the forum you need to be really close to the enemy officer so that whirlwind won’t mess up with c1 stun time, as if it does the target will react before you can actually hit him.

His rage musou is pretty terrible as well and i think rage state should only be used when you ran out of musou’s and want to refill. While in rage state you can duel non hyper officers pretty easily as well. More so thanks to the big speed boost than the damage increase .
Xu Zhu
(Ground Musou, C1-EX, S-String, C3)
Standard Musou Setup, Hybrid Setup
or Standard Musou with one weapon replacing Jubilation for Harmony as suggested by TouhouMiko.

Xu Zhu has very powerful S-String attacks which make him able to kill generics pretty easily. His best way to fill is using C1-EX spam.
His Ground Musou can also be used to kill generics and not much else.

True Rage Musou can kill hyper officers but it is really slow, though it has really high damage.
C3 can be used in a Hybrid build for fighting hyper officers as it’s double elemental, though it’s is pretty unsafe compared to True Rage Musou, and it’s hard to use as you will need good positioning so that the weapon hits the right way.

In his video Kannon also used 2 Ground Musou’s for killing non-dd hyper officers which is probably the best way to do it but you will need harmony for that, though spending something around 8000 gems on attack boosting his 6th and 5th weapons should be enough to make him capable of two-shotting non-dd hyper without it (This is a estimative i didn’t test this yet, will do so when i can).

He is a gimmicky character to use but induction can make his C3-EX do pretty good damage.
C1-EX can setup for his Ground Musou or you can use his Switch Attack to do the same, see what works better for you. The most important is hitting the last part of his Musou since that does the greatest amount of damage.

If you want to hit the full Ground Musou you will need to be close to the target and move around. This will take some time to get used to but can be done consistently.

Cyclone helps against officers that block a lot when you don't have rage musou. C5 is double elemental and normally will put you behind the enemy character
If you use the non-weapon Gimmick
. So what i end up doing is C5 into a

C3-EX or C5,C5,C3 if for some reason the target manage to blocks everything or you just can't abuse the time window after C5 because you're facing multiple officers.
His offense is good but you will need to learn him which will take some time to do.

Non-weapon Gimmick:
Yue Jin can do a backwards jump after each charge attack. Excluding C2, C1-EX and C3-EX (works on C1 and C3 though). This can be great for safety within crowds and resetting your position for a new charge attack that may be harder to use if you're at point blank. Also keeps you moving making fighting multiple officers safer. Yue Jin will still have problems with multiple officers in terms of mass killing them though. (You will either need to be really good with your Ground Musou positioning or have Rage Musou to kill them faster.)

I thought i should mention C1 just because even though using C1 for guard breaks is standard in many characters (except some rare ones that don’t have it like Xu Shu) this one stuns the target for a long while. C4-EX is used to fill and Ground Musou should be used right after the C1 to kill non-hyper officers. SA can also build some chain to help with musou damage.
R1 Musou can kill generics but there isn't a reason to use it over Ground Musou
Rage and True Rage are the best way to fight hyper officers with her.

Characters with not so many flaws as the ones in low tier but weaker than most of the mid tier ones.
Guan Xing

Keep in mind that he can use Switch Attack in the air to go safely to the ground. This can’t be used as a way to move about though, it has a big windup animation that lowers your speed before the descent making it not much better than walking.

Guan Xing has a big problem of having many elemental activations that are inconsistent. He also has a really good True Rage Musou with one of the worst Rage Musou of all so it’s really hard to get to it unless you have enormous crowds. This basically means that he can’t ever dismiss cyclone or he won’t be able to kill hyper officers in a decent time.

Also having only cyclone can be a problem as the best way to play him is getting your finger out of the analog stick to let him auto aim when you use his C4 especially (C6 and C5 also have auto aim though i believe that they are better used with manual aim).

The problem with that is C4 will many times go behind the officer, not activating Cyclone at all making a build without all elements even more inconsistent.

Kannon Managed to make a good build with him that relies on induction and C3 to break affinity shield and use storm rush. If you choose aggression on his build you will have an easier time killing officers with Air Musou.

If you use roar you will have the possibility of using True Rage Musou against big crowds in stages like Mt. Qi or any other with a lot of mobbing roar will be necessary for sure in those cases, in fact induction would probably be a non-factor too, but that’s just on Mt Qi. on other multiple officers situations with less exaggeration it would be good to have.

He isn't great, i see him as a low tier, even though i enjoy playing him.

Should abuse air charge and c3-ex for filling.
From what i can tell his R1 Musou is unblockable, but flurry dependent. The best way i found to diminish this problem was using air charge before just to do some extra damage. The shockwave especially is pretty good. Even if the rest is blocked, if you aim well enough, you can drop behind the enemy officer and hit him with the shockwave damage.

This wasn't enough though, if you invest 10000 gems in increasing the attack of his 6th and 5th weapon, the only way it won't one shot is if you hit the officer alone, just one peon is enough, or one c1 for a minimal amount of damage. Against DD generics it's another story.

His Rage and True Rage Musou aren't bad. His True Rage looks a bit like zhou tai's but it didn't knock push them far away. It also does a pretty decent damage per hit. Finisher isn't bad too, pretty fast animation and good damage.
Sima Yi
(Switch Attack + R1 Musou, Rage Musou)
Velocity-Flurry-Jubilation-Fury-Aggression-Roar or Physical Setup.

The thing about using Fury is that strangely enough it greatly boosts the damage of his switch attack. What you need to do is use the switch attack and instantly use your musou so that the boost can be the greatest possible. It took out 50% of a generics health by itself.

Physical Setup actually works on him as well. C1 isn't easily messed up by induction or explosion at all and his attack speed isn't bad. His Rage Musou while considerably harder to use this way since you won't have roar to keep it going as long as you need isn't a bad offense as long as you use it properly.

What i like about WarriorsXL Setup, makes sima yi faster though, Gives sima yi options but playstyle will depend of the affinity of the enemy officers. Filling for when your enemies have affinity advantage against your physical weapon can be done with SA spam but you can fall into bad situations (forced to fight many or strong officers when you don't have peons around to fill your musou).
What i dislike: No Jubilation on your Musou Weapon is pretty damning, i would switch out Triumph for Jubilation as this is another Yu Province Animal Battle speed run build and that's the only reason he is using Triumph instead of relying on SC or something else for Rage Filling.
Zhang Bao
(C3, R1 Musou, True Rage Musou)
Induction + Musou or Physical Setup

shown in Kannon’s video he doesn’t really need frenzy to kill generic officers and relies on his C3 to fill.

He doesn't need aggression to one shot generics with R1 Musou so i put frenzy back and removed aggression for explosive. What i got was a highly damaging C3 that breaked affinity very fast. With accuracy it was faster to use C3 two times than use R1 Musou but since the difference is minimal R1 Musou is still better since it’s safer.
C3 is easier to use. But ease of usage shouldn't matter in terms of what a character can do when mastered. I don't discard C3 over R1 Musou anyways since the extra safety isn't something that you will need much. Mostly you will prefer it against unique officers so you don't get musou countered.

You can put Roar instead of Explosive if you want a better rage musou as well. This is unnecessary though, just makes it easier if you have a bad time getting true rage musou for some reason.

His R1 Musou isn’t good against hyper officers anyways unless you use aggression and fury to Two Shot. You can still kill them fast with True Rage Musou. His weapon isn’t particularly useful though as the range is small and there doesn’t seem to be anything in it better or at the same level of his C3.

Zhuge Liang

This setup basically guarantees a one shot with zhuge liang's ground musou assisted by a switch attack thanks to Fury. It’s a bit worse than Sima Yi since you don’t have the possibility to change direction of the musou as Sima does.

The thing about using Fury is that strangely enough it greatly boosts the damage of his switch
attack. What you need to do is use the switch attack and instantly use your Musou so that the boost can be the greatest possible. It took out 40% of a generics health by itself and in ZGL case fixed the problem where a lot of times the enemy officers will recover from your c1 tornado way too fast and block it. He is still slow though but being able to actually use his Musou felt great.
Tier 8 (Low Tier)
Characters in this tier have either major flaws or are extremely slow, many times needing a excessive number of extra gems to be as effective as the other high tier officers in the harder stages.

Second Weapon:Frenzy-Flurry-Aggression-Triumph-Jubilation-Harmony
Normally i would offer an alternative setup to WarriorsXL builds, but in this case Cai Wenji is really weak and WarriorsXl build is probably the only option for a maximization with her. She thankfully can run Harmony setup as her String Attacks are pretty safe and she fills fast with it.
R1 Musou is her main offense and does a lot of damage, having the small problem of not reaching it’s full potential because it juggles officers out of some hits. Against Hyper Officer she needs to be in rage state and use the Physical Setup weapon to duel them.

Her Rage and True Rage Musou are really immobile making them ultimately impractical. Her Guard Break is pretty good and safe, so that’s a plus. Her running attack is decent too for some damage at the start of a fight.

I want to add though that filling and killing crowds with her s-string on top of a horse is extremely fast and safe. I don’t have her maxed but a test with her ability of killing generic officers on top of a horse may be a good idea. Would use WarriorsXL setup for it anyways.

Guan Suo
(C3-EX, C5-EX, Ground Musou, R1 Musou)
Physical Setup,
Induction + Musou Setup removing Roar instead of Frenzy

Physical Setup with accuracy makes Guan Suo into a killing machine but he becomes vulnerable to everything. It is the setup to go in easy non-dlc stages though. In this case R1 Musou still can be used but it's just better to forget it and focus on charge attacks combos. C5-EX becomes way stronger this way.

Induction + Musou:

Either you replace roar for induction or you spend a high amount of gems to make his Musou strong enough to one shot, his R1 doesn't need much help but his Ground Musou is fairly flurry dependent.

His Switch Attack buff is (almost) useless, you won't be able to use the attack speed buff unless you switch counter. Which makes the officer fall at your front. If you just SA normally the shockwave will throw the officer away.

I wouldn’t pick accuracy even though it increases dueling power just because he needs fill desperately. The reason i remove roar anyways is because even though you can get some chain with him, killing targets isn’t easy as his only real decent aoe skill is C5-EX. That also doesn’t kill peons fast enough.

Elemental setup or Standard Musou setup

Elemental setup is the better one imo. But i will put what i could do with Standard Musou Setup too for the sake of completion and because i don’t know what Apothecary himself will prefer. First i will list what isn’t build dependent and them the especifics of each.

In general: Thanks to C3-EX Han Dang can use all his moves while without it most can and will get interrupted frequently.

His gimmick also became viable thanks to this, as the hyper armor let you hold your charge attack, but i can’t see how it would be worth it in most cases as you will take too much damage for the reward. You can theoretically master this though, making you able to take way less damage than before and not having your attack canceled because just one peon managed to hit you.

His fill is subpar, but C6 can give some return you will need roar if you want to actually use his Musou, which you probably won’t. All 3 of them are weak and even his Air Musou, which is the strongest one and can actually one shot generics. Is ridiculously hard to use, even harder than Wang Yi and Huang Gai Air Musou by a decent margin.

C3-EX is a great addition but take care when using it. The long animation (Around 3 seconds) can actually result in your death. Though this won’t be a problem if you’re only dealing with melee threats.

C6 is a great damage tool but it can not kill anyone by itself. You will need S-String to connect as well, in which point it feels better to just not use it and go for another S-String to finish the job. Unless you are trying to fill.

Elemental: with elemental setup i recommend spamming C4 and using C3-EX only when needed. Two C4’s can one shot an officer.

C5 can do the same but it pushes blocking officers away and juggled officers are way harder to kill than blocking officers with it.

C3 has a elemental activation on it too and can sometimes kill an officer together with a C4, this is random obviously as just Cyclone won’t do the service.


Musou Setup: As said above his musou’s are pretty weak and/or hard to use. You’re better off killing officers with S-String + C6 and using C3-EX to increase your melee damage.

Han Dang isn’t terrible at dealing physical damage but the extensive need that he has for C3-EX makes me question KOEI sanity. If you want to kill hyper officers under rage. You will need C3-EX. if the hyper officers get dd You will need C3-EX and Rage Musou. dd generic needs C3-EX and C6-EX to be killed.

I tried running induction + musou removing frenzy/roar and physical setup, the sad part about them is that your best physical damage tool (C6-EX) gets inconsistent unless you make sure that one of the first targets you grab with it is the officer you’re targeting.

Standard Musou Setup

Kannon did a pretty good analysis (edited a little bit to make it more formal) on this one but i’m gonna add some stuff anyways:

“His C6-Ex is a very economic way of dealing with generic officers and his C1-Shadow Sprint allows him to lift the enemy from the ground and keep the combo. His aerial charge when aimed properly is a good way to start a combo and inflicts a good amount of damage by itself.

His musou are mostly crowd dependant. R1 musou is the strongest and when used on a crowd is the faster way to fill his rage bar. He can also kill non-hyper officers inside a small crowd, but try to put the enemy officer in the air first or he canl get frozen, reducing the damage considerably. His rage and true rage musou are the worst that I've found so far.”

His biggest fall back is his extremely slow filling, you will need to combo very well and keep the chain up while also using his short range shadow sprint to it’s best potential to fill. His C3-EX is his only real aoe skill and it can only kill small crowds.

The fact that his S-string is pretty low range and static, while also not doing impressive damage isn’t great as well. As Kannon said C6-EX into C1-Shadow Sprint is vital to kill generics when you don’t have Musou or need to save it for bigger fights ahead.

While his Rage Musou and True Rage Musou are really one of the worst in the game in terms of mobility. It’s still the way to fight Hyper Officers. you should never try to brute force your way through with them. You need to guard break the enemy target always as this isn’t the type of True Rage that can manage eventually hitting blocking officers.

Kannon Video:

Tier 9 (Yuan Shao Tier)
This Tier is reserved to the only character that on toph of being weak has big safety issues. While in DW8 Yuan Shao was considered a great character with elemental setup. The changes that came with Extreme Legends completely dropped the ball on his head.

Yuan Shao (C4-EX, C5, Storm Rush, Air Charge, S-String, C6)

Physical Setup or Elemental Setup

About Physical Setup: Using C4-EX especially when you have both explosive and induction make Storm Rush a possibility, even if you can’t storm rush you can just S-String the enemy officer down. his Air Charge does a decent amount of damage also. But He isn’t consistent enough to use such a build well, in the end you don’t have a combo you can use but just a mashup of buttons that should eventually kill your target. Since Air Charge is strong i included C5 because it uses it at it’s end probably being the best way to combo with it. C6 is also a grab that does decent damage.


Elemental Setup: With Elemental Setup and using accuracy i got some lucky one shots in targets like yu jin with his C6 (needed string attacks too), even so i couldn’t pass through ballistas without using rage since C6 is what you use to kill hyper officers and i needed 3 if all activated elements to kill, 2 if they were inside a crowd but fighting inside only felt extremely risky as yuan shao’s attacks are all frontal, unless you use c4-ex, but them you don’t have a crowd for flash to help with two-shotting.

Is this a Tier List?

This is just a prototype that i found easier to leave in this format than changing it all to make a guide here on Steam. The real tier list will be finished by the Gamefaqs user Apothecary2 and i pretend to link it here when he is done just to be sure that Steam players won't be behind PS4 forum members. [Update: Apparently Apothecary2 became inactive and won't ever finish his tier list]

Why you don't use gale?

Gale is a strong element that isn't particularly hard to get though you will have to play a repetitive challenge mode to farm it. The problem with using gale on tiering is that nothing can be considered consistent as your damage will vary depending on stage and how many peons you want to kill. Gale also makes for very boring gameplay unless you just want to see characters dieing fast like you're playing easy which a maxed character.

Clarification on PS4 and No Audio Videos:

A lot of the videos that i will eventually put in this guide are from the PS4 version which sadly can't record with sound unless you use a third party software, this is because my friends in the tier list discussion on gamefaqs are playing on the ps4. The only big difference in terms of playable officer effectiveness that is important to note compared to the PC version is that you need to set your "character" configuration to "many" or they won't have the same number. This is especially important when you need to kill crowds of peons/soldiers for gaining Musou back with Roar or some skill with a lot of hits and getting a good chain to increase damage through Flurry.

One thing i wish i had access to back in the day for this guide was a decent recording hardware. Nowadays i'm rocking a 4060, a very good pc overall and even bought a insanely high end ssd recently, but i literally did everything i could possibly do on this game and i have a hard time believing i'd have the time to come back.

Yeah i do remember Cai Wenji being fast on horseback, but i guess back in the day i didn't think to make a separate position for her like we did for deng ai, prolly cause deng ai is way better at doing that since well he can just murder anything that comes close to him with his elemental activations.

Yeah for sure Cai Wenji on horseback could be put on a decent tier, Idk exactly where though. I doubt she would be anywhere as safe as deng ai especially on yu province.

IDK if you're going to change this guide at this point, but Cai Wenji is way too low. If you maximize her horseback attack she's a murderer. I have Frenzy, Flurry, Induction, Harmony, Velocity and Jubilation on her weapon (Harmony + musou setup on the other for the R1 Musou if I need it) and equip Equestrian and Accuracy instead of Murou and rage chargeups. With this, which is probably not even optimal, she's my go-to character for Ultimate Free Mode

I just don't have the time and i'm kinda dissapointed with orochi 4 right now.
Sadly, i feel that ever since this game came out the only other one i think was in a decent spot on pc was Dragon Quest Heroes (maybe DQH2 also, haven't tried that yet).
All the others i tried either had dodgy performance issues for me or just were downgrades from console version :(

induction isn't a element, it just boost physical damage on anything you use when it activates, i like it but it can mess up combos depending on the weapon (it's obviously really good on the daggers though). It's been a while since i played but as far as i remember cyclone activates alone when blocking, the other elemental effects don't.

I want to max her defense, her attack and level is max but I feel lazy. Getting gold is like the most boring thing in this game since the bodyguards must do the killing.
