Spectacle Island is located in the east between the Castel of the Minutemen and the Atom-Cats Garage. As there are no bridges, you can only reach it by swimming.

Note: The Island is plastered with nasty Mirelurks - so be prepared and take good weapons and enough ammonition with you

Watch out for a rounded shack. It's next to a radio-tower on a small hill. Inside you'll find a workbench and a table with a note. It tolds you how you have to activate the radio-tower. First you must find the generator. This is not so difficult - just follow the cable.

Following the cable will lead you to a green tugboat. Find the generator inside the boat and activate the circuit breaker. On the second floor you'll also find the Luck Bobblehead inside a locker next to a steamer trunk.

Note: As soon as you activate the circuit breaker some Mirelurks and a Mirelurk-Queen will spawn and attack you. So be prepared

After you've escaped the Mirelurks head back to the shack with the workbench and activate the circuit breaker on the left side of the green console. That's it. Congrats, you're now the owner of the biggest settlement in the commonwealth.

Note: Activating the radio-tower will attract some Mirelurks too.

Exploring the Island you'll find a float with a lot of containers on it. Enter on board and find a way through them. At the end you'll find a room with a lot of safes, filled with loot.
