The +900% development cost is intentionally retained to curb excessive AI province development. However, players will now be able to have more mana for other tasks traditionally seen as less/not important in the face of Tech/Ideas/Devving.

All credit for this goes to the original authors. This tweaked mod was made for a multiplayer campaign with friends, where "clamp" mods such as Responsible Blobbing and Responsible Warfare are used. Due to slowing down rate of blobbing, AI nations would have far too much excess mana and within 100 years expanding almost anywhere would be like taking land in Italy is in vanilla AE-wise.
