Its no bug, when the station is busy, or its at a known busy system then you are put in a queue. When ships are coming out and you have the DC installed you get put in a holding pattern. The only ship that stops you getting past in the Cobra is the T9, or Flying Breezeblock as its affectionately called. And ever since Beta 1.2 which is when I started playing it, the only major bug was the DC not putting you down properly, instead it was about 40 feet away from center.
I did actually install one about a month ago in a T7 to try and speed up the trading process (get permission to dock, throttle down and plot the route back) and it boosted me through the letterbox at 249M/S. The quickest way is drop out of SC, replot the route back, get permission to dock, do youre transactions then go back out. Well it is for me anyway.
Take it off mate and use it on a bigger ship (T9 or Anaconda) or save for a decent and outfitted explorer and thats when your VR will most certainly come into its own.
